Auditor still questioning funds in Penn Forest

The issue regarding misappropriated funds in Penn Forest Township was once again a subject of their monthly board of supervisor's meeting.

Chairman of the township Board of Auditors, Matt Schutter, took to the podium to admonish the board stating that a series of executive sessions held during May were in violation of the Sunshine Act.Schutter also asked Chairman Warren Reiner questions about his alleged connections with the firm of Papillion and Moyer. Schutter asked Reiner if he himself were an owner of Papillion and Moyer and if his son-in-law Jeff Farnell is a principal at the firm.Township Solicitor Thomas Nanovic pointed out to those in attendance that it was a public comment session and not a Q & A and reminded Reiner that he need not answer any of the questions put to him.Schutter said that under the previous board, supervisor Alan Katz had made a motion that passed the board which instructed the solicitor to undertake a forensic audit that was never done."In my position as Chairman of the Board of Auditors for the township I am giving you 3 days to notify me when the audit will take place," concluded Schutter. Also to address the board with regard to the issue of alleged misappropriated funds was Larry Anderson."Mr. Nanovic, after reviewing the disc that Mr. Montemuro provided last month do you still believe that there is no money missing?" asked Anderson."Absolutely," responded Nanovic. "More so than ever. I am not surprised that no one responded or investigated. We all know that Mr. Montemuro wants Mr. Reiner to pay back the township $1.6 million."When pressed about his letter from November 2008 wherein Nanovic informed the board that he did find money missing and suggested that the township undertake an audit, Nanovic described the letter as "sound legal advice.""I saw something I was concerned about and I advised the board of supervisors about it. I am proud of my sound legal advice," Nanovic said.Former supervisor Paul Montemuro attempted to comment on the proceedings."Paul, I wasn't going to run in the next election, but if you're going to run, Paul, I'm in," Reiner said."Not if you're in jail," was Montemuro's response."If the board would just agree to conduct the forensic audit of the years couple of years leading up to 2008 I would shut up," was Montemuro's response when reached for comment.Other mattersPatrick Constellation, a former police officer and employee at Camp Adams, wanted to make the board and the township residents aware of some of what he said goes on at the camp."When I worked there I couldn't say anything due to confidentiality," Constellation said. "But everything you worry about that might be going on there, is. There are runaways, sexual assaults, everything you worry about. And I want to point out that the camp is now co-ed, not just young men anymore.""Are you saying we should look into closing the camp?" Reiner asked."No, I am just concerned about the kids and the residents. But you should be concerned, very concerned," Constellation responded. The board also voted to hire Susan Gibinser as the township's new confidential secretary at $15 per hour. Her exact start date was not set. The board also agreed to increase part-time employee Jerry Ink to "up to 37.5" hours per week as needed.A motion also passed to release $90,000 from the rolling fund for Penn Forest 2 Volunteer Fire Company for a new tanker.Chairman Reiner also informed the residents that the township will undertake to pave Danner and Smith Road this summer, bids will be sent out this month.Nanovic informed the board that all of the outstanding issues with regard to the new Dollar General have been resolved with the exception of a minor issue regarding the bond and that construction on the site located on Route 903 should begin shortly. The board accepted the resignation of Alternate Zoning Hearing Board member Walter Schultz. The board will accept letter of interest from any resident interested in filling the vacancy. The board is also advertising for members for the recreation board. Anyone interested should submit their letter of interest to the board as soon as possible since the recreation board is scheduled to be constituted in July.
