Schuylkill County commissioners on Wednesday approved an $11,800 per month contract with Greens Communications Inc. of Pottsville, for maintenance services for equipment located at 11 cell tower sites.

The 15-year contract replaces a previous one. Commissioners' Chairman George F. Halcovage Jr. said some of the equipment is old and being phased out. The new contract adjusts the costs accordingly.In other matters, commissioners approved a $14,836 2015-2016 hazardous material response fund grant agreement on behalf of the Emergency Management Agency.The grant provides fiscal assistance for counties to develop an integrated emergency response capability for the health hazards, dangers and risks hazardous materials pose to the general public.Also, commissioners learned from Controller Christy D. Joy that the county's retirement fund joined the international market's latest roller coaster ride.The fund plummeted from $122,193,981 on Dec. 31 to $113,530,832 as of Wednesday morning."We are invested in the market which, by its very nature, is turbulent," Joy said. "Since the beginning of 2016 we've taken a very significant loss. But that's not us, that's the while market. We're very well-diversified, and I expect the market to bounce back at a different point."Asked when he thought that might happen, Joy wouldn't guess."If I knew that, I would be in Vegas," he said.Also on Wednesday, commissioners appointed the following people to various boards:• Edward Barket, Shenandoah, and Merlyn Jenkins, Pottsville to five year terms on the Transportation Authority, effective Jan. 1 through Dec. 31, 2020.• Brian Canfield, Pottsville; Joseph Baranko Jr., McAdoo; and John Reilly Jr., Ashland, to five year terms on the Industrial Development Authority, effective Jan. 1 through Dec. 31, 2020.• Keith Masser, of Sterman Masser Inc., Sacramento, to the Agricultural Land Preservation Board, effective Jan. 1 through Dec. 31, 2016.• James Hepler, Pitman, to fill the unexpired term of Diane Hepler, Pitman, who has resigned. The term will run from Wednesday through Dec. 31, 2016.
