Carbon County court — ARD

Seven defendants in pending criminal cases were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Monday by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program, their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.

Placed were the following:

Heyden Diaz Cespedes, 23, of West Hazleton, was placed for two years on drug charges including possession with intent to deliver a controlled substance - marijuana, a felony. He was arrested on July 30 by state police at Fern Ridge following a traffic stop along Interstate 80 in Kidder Township.

He was assessed $450 for the cost of the program and ordered to render 100 hours of community service.

Alyssa Marie Dilemme, 28, of Slatington, was placed for 18 months on a felony count of possession with intent to deliver a controlled substance. She was arrested by state police at Lehighton on Feb. 25.

She was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 75 hours of community service.

Richard Donschietz, 61, of Kunkletown, was placed for a year on a charge of accident involving damage to attended property or vehicle. He was arrested on June 9 by state police at Lehighton along Trachsville Hill Road in Towamensing Township after being involved in a hit-and-run crash.

He was assessed $450 and ordered to render 50 hours of community service.

Luis F. Germosen-Ortiz, 28, of Hazleton, was placed for a year on a charge of recklessly endangering another person by state police at Hazleton. He was operating an all-terrain vehicle along Kline Road in Banks Township and fled after troopers attempted to stop him.

He was assessed $650 and ordered to render 50 hours of community service.

Carlos Josue Massa, 23, of Philadelphia, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on Aug. 9 by state police at Lehighton along Pohopoco Drive in Towamensing Township following a traffic stop.

He was assessed $450 and ordered to render 25 hours of community service.

Celena Lee Rhoades, 23, of Barnesville, was placed for six months on a charge of possession of a small amount of marijuana. She was arrested on Oct. 21, 2017, by Lansford police along Patterson at Centre streets following a vehicle stop.

She was assessed $450 and ordered to render 25 hours of community service.

Antoni Valencia, 25, of Hazleton, was placed for a year on a charge of firearm not to be carried without a license. He was arrested on June 4 by Nesquehoning police along Route 93 following a traffic stop.

He was assessed $450 and ordered to render 50 hours of community service.

Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program.
