Lansford Borough Council may be able to balance its 2015 general fund budget by borrowing money from another fund.

But at the moment, it's struggling to pay bills with the revenue it has on hand.Borough secretary Mary T. Fittos said at Wednesday night's borough council meeting that she recommends that the borough borrow $35,000 from its sewer transmission fund before the end of the year.The money would be used to cover the borough's payroll and expenses through the end of the year, Fittos said.The sewer transmission fund was set up to pay for a project to separate the borough's sanitary and storm sewers. An annual fee is collected from all households in the borough.Borough council has had to rely on the sewer transmission fund to balance its general fund at least three times since the fund was set up in the late 1990s.Fittos said that the borough could only afford to pay about $20,000 of the $67,000 it owes in bills this month.By transferring $35,000, council should be able to cover its expenses through the end of the year, Fittos said. In the meantime, she is prioritizing by paying the borough's payroll, interest payments and insurance premiums. There is no deadline to return the money to the fund.Ditsky said council has borrowed cash from the fund before, he estimated more than $100,000, and not returned it.Because of that, he pledged that they would pay back the money by the end of the second quarter of 2016.
