Kidder Township development to be finished in 2028

A 236-acre development in Kidder Township that was started nearly two decades ago is expected to be finished by 2028, officials said.

On Tuesday, plans for Willowbrook at Split Rock Resort received a recommendation for conditional plan approval for the preliminary development plan from the Carbon County Planning Commission. The project has been taken over by Stabilis Split Rock JV LLC, which project construction will begin in March 2017 and be completed by March 2028.The Willowbrook development has been in the works since it was first proposed in 1999 by then owners Vacation Charters LTD.Over the next few years, the company built six of the 14 48-unit time share buildings, as well as some recreational features, but the project fell to the wayside and the property was eventually acquired by Stabilis Split Rock JV LLC in 2015.Ivan O. Meixell Jr., county planner, said that the new owners plan to complete the original plans for the site, which include constructing the eight remaining time share buildings, a club house, maintenance building, nine-hole golf course, baseball and soccer fields and tennis and basketball courts.In addition, Willowbrook Drive would be extended 6,192 linear feet to complete the road, and parking areas, as well as sewer and water facilities would be improved upon or added.Meixell pointed out that phases one through four have already been approved and completed, and phase five had been approved by Kidder Township in September 2008 but never constructed.Meixell outlined his findings to the commission, which showed some construction material and debris and abandoned vehicles on part of the area that is to be developed.A few minor issues were noted, including the right of way width of Willowbrook Drive not shown on the plans.Meixell also felt the commission should recommend a waiver request for one ordinance regarding wooded areas.The commission recommended conditional approval, but pointed out that each new phase that is proposed for the development will require individuals applications for final plan review from the county planning commission and final plan subdivision/land development approval of Kidder Township before the phase could begin.The plans now go before Kidder Township for approval.Other actionsThe Carbon County Planning Commission made recommendations on the following plans:• Michael D. and Lisa G. Gabory received conditional plan approval for their plan at 730 Red Hill Road, Franklin Township. The plan calls for subdividing a 3.874-acre lot into two lots and combining a portion of that lot with another lot to create a new combined 2.861-acre lot.• Joseph and Mary Mastrandrea received conditional plan approval for a proposed subdivision at 13 Blue Spruce Lane, Hickory Run Forest, Section A, Penn Forest Township. The plans call for combining two lots to create a 2.24-acre lot.• Indian Mountain Lake Civic Association and Indian Mountain Lake Apartments Inc. received conditional plan approval for a proposed subdivision/lot line revision near the intersection of Mountain Road and Route 534 in Penn Forest Township. The plans call for subdividing one 5.012-acre lot into three lots and combining two of the new lots with a 8.32-acre lot to create a 9.317-acre lot.• William and Jane Mason received conditional plan approval for a proposed subdivision at 23 Honeysuckle Drive, Bear Creek Lakes, Lake Area South Section, Penn Forest Township. The plans call for combining two lots to create a 2.229-acre lot.• Ehab and Joanne Zahran received conditional plan approval for a lot line revision at 63 South Lake Drive, Lake Harmony, Kidder Township.
