No tax hike in E. Penn; STR measure advances

The East Penn Township Board of Supervisors approved a proposed 2027 budget with no tax increase and took another step toward adopting regulations for short-term rentals Monday night.

The township’s millage rate for 2027 will remain at 8.135 mills, marking the 11th consecutive year without a tax increase.

Supervisors reviewed several 2027 spending plans, including sewer, liquid fuels, community center, recreation, parks and payroll accounts. Payroll expenses are projected to increase an average of 9%.

Supervisors also reported that a draft ordinance regulating short-term rentals, including Airbnb-style properties, has been sent to the local and county planning commissions for review.

During the Oct. 22 meeting, supervisors discussed the draft ordinance prepared by Hanover Engineering. The proposal would establish licensing, inspection and operational requirements for short-term rentals and currently would permit the use in the BC, VC, RR and R zoning districts.

Roadmaster Brandon Bradford reported road crew members replaced and painted metal delineators throughout the township and completed broom mowing operations. Crews also: repaired an oil leak on Truck 22; repaired front fenders on Truck 29; fixed toolboxes on the township’s F-250 pickup; began installing winter equipment and spreaders on trucks; completed cold-patching work; and handled routine storm cleanup and equipment maintenance.

Township officials said a Local Share Account recreation grant is expected to become available in spring 2027.

Supervisor Dennis Pearson also announced that the Carbon County Council of Governments recreation grant program plans to reimburse parks and recreation organizations up to $2,000 for eligible 2026 maintenance projects, upgrades and event expenses.
