Monroe County Commissioners

The Monroe County commissioners approved the following items at a meeting last week:

• Amend motion from June 3 due to a change in vendor from T-Mobile to Premier Wireless Business Technology Solutions Inc. for the Everlink Mobility Kit for the Office of Emergency Management with no change in price.

• Agreement with Norstar Networks to provide 16 hours of assistance with Ring Central (a platform for phone services) at no cost to county.

• Payment of $6,700 to Read & Associates for geologist services at new well at Monroe County Correctional Facility.

• Payments from the Hotel Tax Fund — Monroe County Transit Authority, $450, for shuttle service for Brinker’s Mill event; Pocono Mountain Volunteer Fireman’s Carnival, an additional $1,000 for security services at the carnival. The original budget was $3,000.

• Opioid Grants from the Opioid Settlement Funds — Memorandum of Understanding with NAMI Keystone Pennsylvania/Carbon-Monroe-Pike PA, $4,400, for six mental health educational classes to residents with opioid use and co-occurring disorders; MOU with Cornerstone Community Initiative, $235,025, for implementation and expansion of coordinated reentry initiative in Monroe County; and approve the budgets with Kudu Creative for the period ending Dec. 31, for video, cable and radio,$14,400, and digital advertising, $81,933; payment of $7,525.67 for three Law Enforcement Training Initiative coordinators to attend RISE training program; and payment of $2,700 to the Benevolent and Protective Order of Elks #319 for the Elk Antlers #319 Drug Awareness event on July 11.

• Agreement with Carbon-Monroe-Pike D&A for additional Level of Care Assessments at the Monroe County Correctional Facility at $150 per assessment.

• Authorization to electronically submit: the Fiscal Year 2025 State Criminal Alien Assistance Program, July 1, 2023 to June 30, 2024, about $50,000 (amount to be finalized after submission); the Bureau of Justice Assistance FY25 De-escalation and Crisis Response Training Program, Oct. 1, 2025, to Sept. 30, 2028, $700,000, for increased training and any associated overtime for MCCF; authorize electronically sign the FY2025-26 Justice Reinvestment Initiative 2 contract, April 1 to March 31, 2029, $302,905, to support Probation and Treatment Court; Emergency Solution Grant 2025-27 sub-recipient contracts: RHD-Street 2 Feet, provider of emergency shelter and street outreach, $73,847.81; Family Promise, $24,615.94, Safe Monroe, $6,713.44 and Stroudsburg Wesleyan Church, $29,091.56, all providers of emergency shelter, Pocono Area Transitional Housing, provider of rapid rehousing, $51,469.69; and Pike County Human Services (through Pike County commissioners), provider of rapid rehousing and homeless prevention, $38,042.81;

• Office of Emergency Management — Service and Maintenance Agreement with KFT Fire Trainer LLC, $32,027, for a one-year period.

• Planning Commission — Acknowledge Roger Christman, end of service from the Northeastern Pennsylvania Alliance MPO Technical Planning Committee; reappoint the following to the Northeastern Pennsylvania Alliance MPO Technical Planning Committee, term from July 1 to June 30, 2028, Christine Meinhart-Fritz, county representative; Nate Staruch, county representative alternate; At-Large representative is vacant; Eric Koopman, At-Large representative alternate; John Christy, Urbanized Area representative; and Robert Gress, Urbanized Area representative alternate.
