Carbon County commissioners
Carbon County commissioners on Thursday moved swiftly through a lengthy agenda, taking the following actions:
• Approved payroll totaling $736,960 for payroll dated April 17; and $727,318 for payroll dated May 1.
• Approved expenditures from the general fund of $2,372,750, dated April 23, and $610,238, dated April 30; and $228,199, dated May 7.
Service agreements, contracts
• Approved a service agreement for HVAC rooftop units for the courthouse, 76 Susquehanna Building, County Administration Building, 44 Susquehanna Building, Archives and Children & Youth. The total cost of the agreement from July 1, 2026, to June 30, 2027, is $39,985, an increase of $8,845 due to the courthouse being added. This is a COSTARs contract.
• Approved a one-year master service agreement with GovA1 Software Solutions LLCC, formerly DTM Software Solutions) for AP Record Management System for Adult Probation at a cost of $11,140, which will automatically renew.
• Approved a purchase of service agreement for Children & Youth with Forensic Counseling Associates, Mount Pocono; and Merakey Pennsylvania, Lafayette Hill.
• Ratified a grant application for $91,006 from the Pennsylvania Commission on Crime and Delinquency for a Medication Assisted Substance Use Treatment grant for the prison from July 1 to June 30, 2028.
• Approved a quote from Redline Floor Covering Inc. of Lehighton to install vinyl plank flooring in the Sheriff’s Office at a cost of $18,723. This was the lowest of two quotes. One contractor declined.
• Renewed an agreement with Westlaw ProFlex to the three-year contract with West Publishing Corp. for an electronic access subscription package at a cost of $8,059 a month, year one; $8,462, year two; and $9,329, year three.
• Renewed an agreement with Blue Ridge Communications for local and long-distance service at Lansford District Court at a monthly cost of $49.90.
• Approved a quote from Dell Technologies of Round Rock, Texas, to purchase four computers for District Court offices in Jim Thorpe, Lansford, Palmerton and Weatherly, at a cost of $1,637 each.
• Approved a quote from Johnson Controls Fire Protection to replace two cameras, relocate one camera, replace a switch, upgrade a recorder and transfer software to a new recorder at a cost of $9,3220.
• Approved quotes from First Class Tint of Nazareth to install Johnson Window Films night tint on windows in district court offices in Jim Thorpe and Palmerton at costs $1,018 and $1,152.
• Approved a quote from ESCO Security of Ephrata to upgrade the existing camera at the district court office in Jim Thorpe at cost of $4,779.
• Ratified the senior judge reimbursable costs incurred while on assignment in 2025 totaling $806.
• Approved the Hazardous Materials Response Fund budget for the grant performance for Emergency Management in the amount of $7,000.
• Ratified a quote from Larry McCullion & Son of Summit Hill to install a 100 AMP weatherproof panel and outlets at $4,325 and six additional outlets at $250 at Josiah White Park.
• Accepted a Josiah White Park Assessment Proposal from Doug Knauss of Dauphin, dated April 20 for Josiah White Park vendor/pedestrian analysis.
• Modification of the 2023 Community Development Block Grant program for Lehighton, moving $20,588 from Street Improvements reconstructing North Main Lane to Sidewalk Improvements, installing three handicap corners at Bridge Street and South Second Avenue.
Appointments
• Reappointed Richard Fedor of Palmerton and Tanner Seltzer of Lehighton, three-year terms on Agricultural Land Preservation Board expiring April 10, 2029; Fred Kemmerer Jr., David Krause, Dandee Miller-Boyle and Marlyn Kissner, all of Lehighton, to the Open Space Advisory Board, expiring May 31, 2029; and Brooke Cho, district administrator, Office of Vocational Rehabilitation, and Kenneth Reisinger, assistant regional director, Bureau of Workforce Partnership Operations, to the Pocono Counties Workforce Innovation & Opportunity Act Development Board, three-year term expiring June 30, 2029.
• Appointed Trish Spillman of Jim Thorpe to fill the vacancy on the Industrial Development Authority, term expiring Dec. 31, 2029; and Tammy Trimbur, campus operations manager, Jefferson Health-Lehigh Valley Hospital-Carbon.
Other requests
• Authorized the chairman to execute an agreement with PennDOT, District 5, and approved the worker protection and investment certification for the Community Traffic Safety Project.
• Approved an agreement with Behavioral Health Associates to provide career employment to students at various senior centers for the 2026/27 school year at no cost to the county.
• Approved an Older Adult Services Grant Agreement with the state for services and programs for older adults in the county through June 30, 2027.
• Approved banner requests for a basket raffle in memory of David F. Formica at the Lehighton Rec Center July 18 from noon to 3 p.m. and for Carbon County Plant People for the Carbon County Plantfest in Lehighton Borough Park June 27 from 11 a.m. to 5 p.m. Requests are for July 4 to July 18, and June 13 to June 28, respectively.
• Discontinued the maintenance on licensed software for the New World Fire Records Standard Maintenance Base Package with Tyler Technologies, which is no longer needed.
• Approved independent contracts for janitorial services with Charlene Lynn, Gloria Otto, Cynthia Roberts, Rachel Sterner, Donna Valent, all $350, an increase of $50. The increases are effective May 1 and renew for an additional year.
• Adopted a resolution to exonerate the 2026 real estate service for certain former leasehold county property located at about 1 Susquehanna St.
• Adopted a resolution honoring MacKenzie Long of Palmerton, Girl Scout Troop 303 in Palmerton, on achieving the Girl Scout Gold Award.
• Ratified a resolution honoring Chester Grover Frantz as a member of the American Legion Post 314 World War II Last Man’s Club for his contribution to the United States.
• Approved a tax refund to Eagle Properties & Management Property for property in Lehighton in the amount of $3,033. The taxes were paid during the discount period.
• Approved a tax refund to P & S Mascaro Grandchildren Trust for $1,263 for a building being removed on property in Kidder Township South.
• Ratified a signatory authorization for the Local Workforce Development Board Grant Agreement.
