Andrew Roach, 40, of Ardmore, was cited after a traffic stop at 5:15 p.m. April 22 at mile marker 65.5 on the Northeast Extension of the Pennsylvania Turnpike in Washington Township, state police at the Pocono barracks said.

He was the operator of a 2014 Volkswagen Jetta, which he owns, that they stopped for an expired registration, police said.

After making the stop, police determined the registration was suspended for nonpayment of tolls and the car had fraudulent inspection stickers on it.

Police said victims in the incident are McKonly’s Garage, Lancaster, and PJ’s Auto, Middlesex.
