West Penn votes to add fence at J.E. Morgan Park Cost up to $5,000

West Penn Township plans to put up a fence at J.E. Morgan Memorial Park.

Supervisors agreed Tuesday morning to have township roadmaster Jeremy Frable put up a 4-foot fence at a cost not to exceed $5,000 at the park.

Supervisor Glenn Hummel said he believed it was important to make sure the park is safe by putting a fence up along the drainage ditch.

Frable said that for the township to do the work, it would cost about $4,000 for the materials.

Supervisors agreed it was a safety issue.

However, resident Carl Greves said that while he understands it’s all about the liability for the township, he said the township needs to be careful that the fence put up is safe for the youths who utilize the area.

Frable explained the purpose behind putting up a fence at the park is the township’s way of “just trying to look at protecting what we have.”

He added the fence is merely to protect the ditch for where they have an overflow of the Mahoning Creek.

The J.E. Morgan Memorial Park opened for the season on April 1.

Frable said at last week’s meeting that township crews laid shale at the park.

The park on Cold Spring Road has playing fields, an accessible walking path that is paved, playground equipment, picnic pavilions and restrooms.
