Carbon County guilty pleas

The following defendants pleaded guilty in Carbon County.

Tahmir Edward Moment-Prease, 27, of Philadelphia, admitted to driving under the influence of a controlled substance, impaired ability, first offense, and to driving while his license was suspended or revoked.

Judge Steven R, Serfass sentenced him to serve 72 hours to six months in jail; fined him $1,000; and ordered Moment-Prease to perform 25 hours of community service; pay court costs and a $50 monthly supervision fee; surrender his license for 12 months; and obtain a drug and alcohol evaluation.

Serfass fined him $200 for driving while his license was suspended.

Moment-Prease was charged with the crimes on Nov. 4, 2016, by Fern Ridge State Trooper Jonathan Bailey.

Jeffrey Roy Reiss Jr., 32, of Lansford, admitted to two counts of disorderly conduct, and President Judge Roger N, Nanovic fined him $100 and ordered him to pay a $100 LiveScan fee.

Lansford Police Officer Shawn M. Nunemacher charged Reiss on Oct. 10, 2020.

Sean M. Garcia, 41, of Jim Thorpe, admitted to harassment and disorderly conduct, and was fined $300 by Judge Serfass and ordered to pay a $100 LiveScan fee and court costs on each of the charges.

He was charged by Jim Thorpe Police Officer John T. Pruitt Jr. with simple assault, harassment, and disorderly conduct on Nov. 4, 2022.

Jagrr Alton Sicher, 24, of Lehighton, was accepted into the Accelerated Rehabilitative Disposition program for one year.

The program, for nonviolent, first time offenders, allows a defendant’s record to be expunged if he successfully completes it. Acceptance into the program is not an admission of guilt.

Judge Serfass ordered Sicher to pay $600 to offset the cost of the program, and a $100 LiveScan fee.

Sicher was also ordered to surrender his license for 90 days, obtain a drug and alcohol evaluation, and perform 50 hours of community service.

Lehighton State Trooper Charles P. Inserra charged Sicher with possession of a small amount of marijuana; possession of drug paraphernalia; driving under the influence of a controlled substance, schedule 1 drug, first offense; driving under the influence of a controlled substance, metabolite, first offense; driving under the influence of a controlled substance, impaired ability, first offense; exceeding a 25 mph speed limit in a residential area by 10 mph; and investigation by officer/duties of operator on Oct. 20, 2019.
