Tamaqua police charged Czar Founds of Tamaqua with possession of a controlled substance and drug paraphernalia after he was looking into car windows and dancing around in the streets on May 31.

According to police, officers were dispatched to the 300 block of Greenwood Street at 6:30 p.m. after a caller reported seeing a suspicious and “extremely intoxicated” man. Police said the caller was not available when they arrived so they asked a neighbor if they saw anyone fitting the description. Police said the neighbor pointed to a man, later identified as Founds, rummaging around inside a parked car.

Police spoke to Founds who said he was looking for a book bag in his friend’s car.

Officers said Founds was under the influence and had a small amount of a controlled substance, syringe and other drug paraphernalia in his pockets.
