Roof repair set for Monroe Co. building

The Monroe County Commissioners accepted a bid for work to the roof of the Conservation District building at their meeting Wednesday morning.

The work involves replacing damaged sheathing on the roof of the Conservation District building on 8050 Running Valley Road in Stroudsburg. Sharon Laverdure, president of the commissioners, said much of the roof will need to be done.

“It’s an older building,” she said in an interview. “The Conservation District has been very patient. They’ve been talking about this for the last couple years. Now, they’re ready to move forward.”

The commissioners received six bids. The lowest bid did not meet specifications and did not come in before the deadline, so the project was awarded to Green Rhino Builders in Dallas, Pa. They had the second lowest bid at $145,144.70.

Hulton Contracting Inc. in Lexington had the lowest bid at $87,878.40.

The other companies vying for the project were:

• Spotts Brothers Inc. in Schuylkill Haven at $149,003.25;

• Frank Cyrwus Inc. in New Jersey at $157,719;

• Build All Inc. in Tannersville at $209,102.65 and;

• Detweiler Roofing in Pennsylvania at $447,810.

The commissioners also declared April 2023 to be Sexual Assault Awareness Month. Laverdure said an awareness walk called “Take Back the Night” is planned for April 12.

“It’s supportive of the folks who have suffered sexual assault,” Laverdure said.

Those interested in participating in the walk will gather at 5:30 p.m. at the square in front of the Monroe County Courthouse on North Seventh Street in Stroudsburg. At 6 p.m., they will begin their walk to East Stroudsburg University. The length of the walk is about 1.5 miles, so wear comfortable clothes and shoes.

The commissioners also adopted a resolution that amends the bylaws of the Pennsylvania Northeast Regional Railroad Authority. This amendment extend its term of existence to May 31, 2073. It also allows for the acquiring and preserving of rail transport facilities outside of the Pennsylvania.

“It is a cooperation between the states that share the rails,” Laverdure said. “We have a partnership with New Jersey.”

In other business:

• Personnel - overtime in the sheriff’s office: deputies - 37.25 hours, security - 18.5 hours for the week ending March 12; deputies - 30.25 hours, security - 26.25 hours, and clerks - two hours for the week of March 26.

• Vouchers – $2,853,192.80 for the week ending March 17; $826,021.95 for March 24; and $1,170,733.53 for March 31.

• Gross payroll – $1,311,527.92 for the period ending March 12, and $1,355,960.21 for the period ending March 26.

• Health care benefits – Highmark Blue Cross/Blue Shield at $156,951.58 on March 15 and $90,257.84 on March 21, and $65,909.94; Geisinger at $58,240.42 on March 14, $3,959.07 on March 17, $101,248.65 on March 21, $103,784.48 on March 28

• Monroe County Children and Youth Services – ratified the second quarter 2022-2023 C&Y Fiscal Report in the amount of $7,539,167, and reappointed Annette Atkinson and Theresa Zuba to the Children and Youth Advisory Board. Their terms end March 31, 2026.
