Luzerne Co. man facing 200 game law violations

A Luzerne County man is facing upward of 200 citations for conducting wildlife control and removal services without the required state and federal permits.

Nelson Carter, 67, of Shickshinny who also goes by Nick Carter, is the owner and operator of ACE Bat and Wildlife Control in the borough. Carter came under investigation by the Pennsylvania Game Commission after officers began receiving complaints from the public about the quality, and/or lack of services that Carter’s wildlife removal service was providing.

Carter, formerly of the Scranton and Carbondale areas, has a long history with the game commission and at one time did hold a permit as a Nuisance Wildlife Control Operator, which allowed him to lawfully take, harass, transport, release, or dispatch designated wildlife at any time of the year for another person, or to offer his services to another person.

However, after being cited numerous times for violating the provisions of his permit, the permit was permanently revoked in 2011. Still, he continued to operate his business servicing wildlife complaints illegally and was cited many times since 2011.

Following this latest investigation, a search warrant served on Carter’s business in December 2022 resulted in the seizure of nearly 500 receipts showing that, in 2021 and 2022 alone, Carter had done wildlife control work involving multiple species, including migratory birds, in both Pennsylvania and New York.
