Man charged with possession of meth following high-speed pursuit

A Lehighton man has been charged with possession of methamphetamine following a high-speed pursuit in Carbon County.

According to the affidavit of probable cause filed by Trooper Mark Bower of the Pennsylvania State Police - Lehighton barracks, in the case against Jarred West:

At 1:59 a.m. July 22, Bower was on patrol on Route 895 in the area of Bank Street, Bowmanstown, when he observed a white sedan operated by West, 31, traveling north on Bank Street at its intersection with Route 895 with its right turn signal engaged.

The vehicle subsequently turned its right turn signal off and remained stationary at the intersection for longer then normal with no oncoming traffic in either direction, and then proceeded to travel straight through the intersection at a high rate of speed.

Bower then followed the vehicle down Lehigh Street, through an alley, just south of Lincoln Avenue, and back out on 895.

The vehicle then continued west on 895 at a high rate of speed, at which time Bower initiated the visual and audible lights and sirens, as the vehicle reached speeds of 100 miles per hour.

The vehicle proceeded to pass another vehicle that had been positioned in the same lane of travel and subsequently made a right turn and made a right hand turn onto Dinkey Road, continuing onto Summer Mountain Road as it committed multiple traffic violations.

The vehicle then made a left onto Troxell Road, at which time Bower was able to obtain the registration plate of the involved vehicle.

The vehicle then made a right onto Route 443 and continued east toward Lehighton.

Franklin Township and Lehighton Borough police departments were notified of the pursuit and assisted.

The vehicle then made a left-hand turn on Ninth Street and continued into Lehighton as it utilized alleys, traveled the wrong way on one-way roads, and continued to commit multiple traffic violations.

The vehicle then traveled south on Route 209 and made a left onto Bridge Street as it continued through Weissport.

The vehicle then made a right hand turn onto Canal Street, as it continued onto Route 248 east.

At this time, police units were positioned directly behind Bower’s marked patrol unit.

Bower attempted a rolling roadblock on 248 at State Road, but the vehicle cut his patrol vehicle off in an attempt to avoid it, and then crossed over the middle divider and proceeded to travel eastbound in the westbound lanes of travel, with oncoming vehicles approaching.

The vehicle then crossed back over the middle divider at 248 and Club Road, at which time Lehighton patrolman Bruce Broyles utilized a successful PIT maneuver, effectively ending the pursuit as the vehicle came to final rest on the west side of 248 and was positioned against a tree.

Bower approached West as he opened the driver’s door, at which time he was taken into custody without incident.

West was sweating profusely with dilated pupils, but declined medical attention.

West proceeded to tell Bower that he had been shooting meth, and in plain view, Bower observed an orange capped syringe laying on the floor of the vehicle.

West gave Bower permission to search the vehicle and found two more orange capped syringes in West’s backpack, which had been located in the back seat of the vehicle.

West faces charges of fleeing or attempting to elude officer, driving under the influence of alcohol/controlled substance, use/possession of drug paraphernalia, recklessly endangering another person, careless driving, reckless driving, disregard traffic lane, duties at stop sign, and operation of vehicle with suspended or revoked license for DUI.

He is currently incarcerated in the Carbon County Correctional Facility in lieu of $50,000 monetary bail, and scheduled to have a preliminary hearing Aug. 31 before District Judge William Kissner of Palmerton.
