Polk Twp. supervisors discuss nuisance property

A property in El-Do Lake, 134 Poplar Lane, continues to be a nuisance with its piles of scrap metal, garbage and junk lying on the ground and piling up inside an aboveground pool.

“The person living there does not have financial stability. We won’t recover this property by going to the magistrate,” Polk Township Zoning Officer Tracy Herman said over the phone to the supervisors during Monday’s meeting. “Every day is a new violation.”

Herman and township solicitor James Fareri talked about this matter before Monday’s meeting.

“Does the township want to go to the Court of Common Pleas? The township could clean it up and take the property,” Herman said.

The property is in a planned community, with a Homeowners Association. The HOA and the township would have to work together to resolve these violations. The HOA and township have had a conversation.

Billy Tippett, a township road crew employee and fire chief of Polk Township Volunteer Fire Company, said he has been to the property several times on behalf of work and for fire calls.

“The guy says it’s all good stuff that he is going to fix and sell. It is not scrap to him,” Tippett said.

According to the supervisors, neighbors have been complaining about this property for two years, and the resident has mental health issues.

The supervisors wondered if there are any agencies that they could reach out to and seek assistance for the man, such as Monroe County Aging Office, a local church, charitable agency, a business with a dumpster and scrap metal collectors.

Herman offered to take Supervisor Brian Ahner to the property to speak with the man. Ahner said he would do so, and the supervisors tabled the letter about a court hearing until Ahner has met with the man.

In other business

• Supervisors gave approval to Rebecca Tippett and Tracy Herman to attend classes at the PSATS Conference in late April. They want to attend classes about zoning and other municipal matters.

• Supervisors approved of the treasurer Beverly Christman researching and potentially transferring KeyBank Accounts to 1st Northern Bank & Trust, which has an office in Gilbert. KeyBank is closing its Kresgeville office.

• Ahner talked about the recent snowstorm that dumped 5 or 6 inches of snow and then ice on top of it. During this storm, he was plowing and bent the plow hitch. It is now in Allentown getting repaired.

• The township park and walking trail are currently closed due to being covered in snow and ice.

• Supervisors will meet at 6:15 p.m. on Feb. 28 to discuss solar power generation, which is a commercial zoning amendment. They will meet at 6:30 p.m. to discuss the conditional use of a church at 361 Interchange Road. Formerly, it was the Wild Rose country line dancing club. The Lord is Exalted Multi-Purpose Christian Center bought the property in June 2021. The supervisors monthly meeting begins at 7 p.m.
