Summit Hill to enforce winter parking rules

During the recent ice storm, Summit Hill borough workers had problems making some of the narrow streets and avenues passable because of vehicles parked in them.

With the potential of more snow and ice coming Monday, borough officials said that they will enforce winter parking rules. One such rule is that no parking is allowed in alleys and on avenues when there is snow accumulation for at least 3 inches or when icing occurs.

In addition, no parking is permitted on the sides of the streets specifically marked during such storms.

Violators not only face tickets, but also can have their vehicles towed.

Councilman Michael Alabovitz said there were no tickets given during last week’s storm, but they will be issued during future storms.

Alabovitz also noted that residents are not permitted to toss snow into the street.

The borough approved a list of winter weather street maintenance guidelines, which also were reviewed by the borough’s work force and police department. It especially details cleanup activities following a storm.

When streets cleaning occurs, police can assist the borough work crew and make public announcement on intercom system regarding such activity. After the announcement is made, the police can begin ticketing vehicles which aren’t moved.

“The road crew will then proceed with curb-to-curb plowing,” the guidelines stated. “If a car is not moved, the road crew may go around the car.”

It specifically states, “All illegally parked vehicles as per the snow ordinances shall be ticketed.”

The road crew supervisor may request cars be towed, but the on-duty police officer shall be the agent in charge of requesting towing services.

“In the event the police are not available, the road crew may tow cars provided they have been ticketed ahead of time,” states the regulations.
