The Lehighton Borough Council last night named Mortimer A. Smedley, 29, as the community’s new borough manager.

Smedley, who will occupy the post left vacant in the early part of 1970 by the resignation of John C. Horn, is currently the assistant manager of Media, Pennsylvania, where he has done both field and office work.

He obtained his training at the Fels Institute of Local and State Government of the University of Pennsylvania, where he took courses in public affairs, collective bargaining public employee law, local government and solid waste management.

Smedley was hired on a 7-1 vote with Councilman Wayne Hunsicker voting no, favoring Joseph Mandour, manager of the Hotel Lehighton.
