Carbon County commissioners
The Carbon County Commissioners acted on the following items on Thursday:
• Ratified the appointment of James G. Logue Jr., of Jim Thorpe, to serve as Carbon County’s representative on the Pennsylvania Commission for the United States Semiquincentennial (AMERICA250PA) to plan, encourage, develop and coordinate the commemoration of the 250th anniversary of the founding of the United States.
• Approved a service agreement with GeoComm Inc. of St. Cloud, Minnesota, for GeoComm indoor mapping at a total cost of $56,810, which is approved under the Statewide Interconnectivity Grant.
• Approved agreements with ESCO Inc. of Ephrata for monitoring services for security cameras and panic buttons located at district court Jim Thorpe #56-3-01 and Palmerton #56-3-02 effective June 1 through May 31, 2022. Service calls will be charged $160/visit and subsequent labor will be charged $128/hour in fractional hours. Annual monitoring fee: $208.
• Approved the 2021 Federal Emergency Management Performance Grant application requesting funding in the amount of $64,297 to support salaries and benefits of the Emergency Management coordinator and administrative assistant.
• Ratified the execution of the Redevelopment Assistance Capital Program Grant agreement with the commonwealth of Pennsylvania in the amount of $250,000 for the Emergency Operations & Fire Training Facility Project effective when fully executed through May 31, 2026. The county hopes to go out to bid on the building portion of the project in the next few weeks.
• Approved amendment #2 to the agreement with Form Space Design of Bethlehem for professional services relative to the 44-76 Susquehanna Street project increasing the agreement $71,600 for a guaranteed maximum cost of $293,850 plus reimbursable expenses.
• Approved the award of funding in the amount of $155,500, for new restrooms and paving improvements to Boat Launch B located at the Mauch Chunk Lake Park through the Cooperative Grant Agreement with the Pennsylvania Fish and Game Commission. The county will provide 50% cash match through the parking fund toward the project.
The county is also looking into paving additional parking lots that it owns in the future.
• Adopted a resolution honoring William Drake III, member of Boy Scout Troop 209 of Palmerton, on attaining the rank of Eagle Scout.
• Commissioner Chris Lukasevich said that the county has received the operations and risk review that was completed at the animal shelter by the Lehigh Valley Humane Society and the county’s insurance provider and will release it to the public after all county parties have reviewed the document.
• Commissioner Rocky Ahner thanked recent donors for giving a combined total of $1,100 to the animal shelter.
• Lukasevich said the county received a copy of the Conservation Finance Feasibility Study for Carbon County. The study looks at how Carbon County can further expand its protection of agricultural land and open spaces. The study indicates 13 percent or approximately 33,000 acres of county property are suitable for protection.
