Man charged with selling drugs, endangering children

A Gilbert man has been charged, after police found drugs, a loaded gun and spoiled food in his home, all within reach of a 4-year-old child.

According to court papers, Detective Kim Lippincott of the Monroe County Office of the District Attorney, received information from a confidential informant who said that Matthew Kozero, 30, was selling methamphetamine and marijuana out of his residence in the 1000 block of Interchange Road in Polk Township.

On March 23, Lippincott instructed the informant to contact Kozero to buy methamphetamine from him.

The informant contacted Kozero via a Facebook Messenger phone call, and Lippincott was able to hear them arranging a drug deal.

Officials gave the informant cash to make the buy.

Surveillance was set up at Kozero’s residence, and the informant was seen entering and exiting Kozero’s residence with Kozero. While there, a child was observed walking around in the parking lot with no clothing and only a diaper on.

The informant returned to officers while surveillance was maintained on him throughout the event. The informant handed over a small plastic baggie which contained about 1 gram of what appeared to be methamphetamine.

On March 30, Lippincott instructed the informant to set up another buy for a small bag which contained about 1 gram of what appeared to be methamphetamine.

A search warrant was obtained for the residence. Because Kozera has a history involving possession of firearms, and numerous prior drug-related offenses, the state police special response team was requested to assist.

Kozero was in a bedroom with his 4-year-old girl who was wearing only a diaper. The mother of his child, who was in a separate bedroom.

In the room occupied by Kozero, there was drug paraphernalia; drugs (marijuana and methamphetamine) in plain view; three rifles; several knives which were not secure and within reach of the child. On the floor was a lunch box, which was opened, that contained several jars of suspected marijuana.

Drug paraphernalia used to package heroin, meth and marijuana was also found.

Throughout the home there was spoiled food, including packaged meat sitting on the countertop unrefrigerated; and full garbage cans with spoiled food in them within reach of the child.

In what appeared to be the child’s room, there were several opened food items to include yogurt, cereal, spoiled and curdled milk and chips, as well as spoiled lunch meat near her toys.

The search yielded a loaded shotgun within reach of the child in the garage in the bedroom occupied by Kozero; $3,753; 10 jars of suspected marijuana; a plastic bag containing suspected marijuana; a small amount of heroin packets; and a small amount of methamphetamine.

In the room located by the child’s mother, Laura Santangelo, there was marijuana smoking pipes, a small amount of marijuana, and other drug packaging materials.

In the common areas of the residence, there was a large glass cabinet which contained numerous marijuana smoking devices, razor blades, unsecured knives, tools and spoiled food.

Kozero faces charges on eight counts of person not to possess/use firearms; three counts of intentional possession of controlled substance, and endangering welfare of children; two counts each of manufacture, delivery or possession with intent to manufacture or deliver; criminal use of communication facility; and one count each of use/possession of drug paraphernalia, purchase or receipt of controlled substance in commerce, and recklessly endangering another person.

He is currently incarcerated in the Monroe County Correctional Facility in lieu of $200,000 monetary bail, and scheduled to have a preliminary hearing April 16 before District Judge Colleen Mancuso of Brodheadsville.

Santangelo was charged with endangering Welfare of Children and two counts of drug possession. She was released on bail.
