Carbon County court — ARD

Four first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program on Tuesday by Judge Steven R. Serfass.

If a person successfully completes all conditions of the program, their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.

Those placed were:

Sydney D. Chase, 52, of Albrightsville, was place for two years on charges of terroristic threats, endangering the welfare of children, simple assault and harassment for an incident on May 15, 2020, filed by state police at Fern Ridge in Penn Forest Township.

He was assessed $450 for the cost of the program and ordered to have no contact with the victim, make restitution of $285.54 and render 100 hours of community service.

Stephen Allen Heery, 20, of Lehighton, was placed for a year on charges of criminal conspiracy - delivery of a controlled substance, possession with intent to deliver a controlled substance, both felonies; and possession of marijuana and possession of drug paraphernalia. He was arrested on May 26, 2020, by state police at Lehighton following a vehicle stop.

He was assessed $650 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.

Mark Wayne Reitz, 64, of Jim Thorpe, was placed for a year on charges of terroristic threats, harassment and disorderly conduct for an incident on June 28, 2020, in Jim Thorpe.

He was assessed $650 and ordered to have no contact with the victim, attend and successfully complete an anger management course, make restitution of $59.38 and render 50 hours of community service.

Jonathan T. Vasiliou, 37, of Lansford, was placed for six months on a charge of bad checks. He was arrested on Sept. 21, 2018, by Lehighton police. The length of placement was based on restitution being paid in full, which has been made.

He was assessed $650 and ordered to render 25 hours of community service.

Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program.
