AG: No charges against Halcovage; investigation closed

The Pennsylvania Attorney General’s Office has decided not to charge Schuylkill County Commissioner George Halcovage Jr. for alleged harassment of female county employees.

“Our office made a decision to close the case without filing charges, and among our considerations was statutes of limitations,” a representative of the press office said Monday.

The case was closed Friday.

Schuylkill County District Attorney Mike O’Pake turned over the investigation in July to the AG’s office because of a conflict of interest as a county employee.

The AG’s office was tasked with determining if Halcovage should face criminal charges for his alleged harassment of female county employees. The county’s solicitor’s office and the human resources office investigated and determined that Halcovage violated three county policies, sexual harassment, conduct and discipline and physical and verbal abuse. The investigation determined that if Halcovage was an employee he would be suspended and recommended he be terminated.

O’Pake said Monday it would be “inappropriate to comment” because he did not conduct the investigation. Other county officials also declined comment.

Schuylkill County First Assistant Solicitor Glenn Roth did not return calls for comment. Gerard Geiger, Halcovage’s attorney, also said it was inappropriate for him to comment.

Halcovage did not return a call, but has previously denied allegations of sexual harassment or discrimination.

The investigation began last year when former county Human Resources Director Deborah Twigg received “serious allegations” May 22 about Halcovage. The county was notified an employee had retained a lawyer. County Administrator Gary Bender was notified and investigation was conducted. Schuylkill County Commissioners Barron “Boots” Hetherington and Gary Hess were also told.

Before the May 22 letter, no complaints were made against Halcovage, a statement from the solicitor’s office said previously.

Halcovage stepped down as chairman in June, saying he didn’t want to distract from county business. Hetherington was appointed chairman.

Members of the public, Clerk of Courts Maria Casey and Hess, both Democrats, have called for Halcovage to resign.

Halcovage, a Republican, took office in 2012.

George Halcovage
