An East Stroudsburg man is being held in the Monroe County Correctional Facility, Snydersville, after being arraigned on homicide charges Sunday.

State police at the Stroudsburg barracks said Harold Elmer Heffer, 51, is being held without bail on a charge of criminal homicide.

Police said he is charged with the death of Howard Dean Dowell, 57, of East Stroudsburg.

The Troop M Major Case Team investigating the incident that happened at 108 Lock Lane, Smithfield Township, determined Dowell died of blunt force trauma to his head.

Police said Heffer was taken into custody at the scene.
