Interim HR firm looking into Halcovage investigation

Schuylkill County? interim Human Resources Director Doreen Kutzler confirmed Wednesday the firm is taking an additional look at the investigation involving Schuylkill County Commissioner George Halcovage Jr.

“They are conducting a performance audit of the prior investigation,” she said of Hubric Resources, the firm hired by the county to provide human resources support after former HR Director Deborah Twigg resigned.

Kutzler said she is not involved in the audit that is in response to “the request of an independent investigation” of the allegations involving Halcovage. She said employees of the county and general public requested the investigation. She directed questions to Tom Hubric, president. He did not return a call for comment Wednesday.

The county’s solicitor’s office and human resource office investigated and determined that Halcovage violated three county policies, sexual harassment, conduct and discipline and physical and verbal abuse. The investigation determined that if Halcovage was an employee he would be suspended and recommend he be terminated.

Halcovage has denied the allegations against him.

Schuylkill County District Attorney Michael O’Pake referred the matter because of a conflict of interest to the state Attorney General to determine if criminal charges should be filed. O’Pake has said it would not be proper to get involved because he is a county employee.
