Kidder Supervisor Franzosa resigns, Gluck returns to board

Kidder Township Supervisor Barbara Franzosa has resigned because of family obligations.

Former Supervisor Ray Gluck will fill the rest of her term.

Franzosa had served four and a half years on her term.

Gluck, the current vacancy board chairman, is serving as a supervisor for his fourth time, and will serve through the end of 2021. The seat will be on the 2021 ballot for a full six-year term.

Roadwork for 2020 will be underway for the Kirk Street drain and Kresge Lane and north Moseywood Road paving projects as soon are bids are accepted.

Carbon County also provided a grant for $55,000 to be used for some drainage work alongside the Kresge Lane project. Roadmaster Bruce Berger reported that an area along Laurel Lane and Henning Road was damaged after a recent 5-inch downpour, and will need repairing.

Schiffer Bituminous did the leaf and inlet cleaning around the township during May. Berger got unanimous support to sell the old leaf vacuum on MuniciBid, as it’s no longer needed.

Police have started to get busy again with noise and fireworks complaints.

Supervisors approved the agreement for Kidder Police with the Jim Thorpe School District when officers are needed to attend basketball games or other activities.

A $2,400 matching grant from the U.S. Department of Justice, to be matched with police department funds, was used to buy new bulletproof vests.

Both township fire companies are looking for action to get better radio reception. There was a recent incident where radios were not working in the incident area. Lake Harmony volunteer fire Chief Ralph Lennon explained that the radio signal barely works at the fire station.

Gene Getz of the Albrightsville Volunteer Fire Company also asked supervisors to consider allotting more funds to that company, given the added expense of operating the Tannery station.

Fire chief Lennon also noted that the access road from Route 940 into the Frances Walter Dam will be closed through October for roadway reconstruction. This leaves the area in the township that’s around the dam cut off from normal emergency response. He gained permission to ask the White Haven Volunteer Fire Company to be put on the 911 call list for calls for that area until the roadwork is done.

The township needs to fill the vacancy board position as well as an open position on the planning commission.

Supervisors approved bills totaling $494,767; $391,329 of this went to emergency services and the fire equipment fund.

As the meeting wrapped up, residents of Tannery made complaints about a firewood-making and selling business that has set up in that section of town. Residents say that there is traffic, truck and customer noise at all hours, seven-days-a-week.

Chief of police Matt Kuzma will send officers out to cite them if there’s noise after 11 p.m. He said the landowner has been cited already, and has a month to resolve the issues.
