West Penn Township

West Penn Township took the following action on Monday:

• On a 2-0 vote, with an abstention from Supervisors’ Chairman Tony Prudenti, approved towing provisions.

• Approved the amended Property Maintenance Ordinance.

• Awarded a bid to AMS for the township road project, but noted that since it’s a joint project with neighboring Walker Township, wanted to wait to see how Walker proceeded with its portion of the project.

• Approved Tyler Foster’s development agreement and stormwater management agreement.

• Approved the Faust driveway agreement, subject to addressing minor issues to the satisfaction of the township solicitor.

• Approved the recommendation from the township planning commission for two modifications requested by the Billmans for their subdivision regarding the placement of steel pins at all the new lot corners instead of concrete, and that testing of a secondary on-lot septic system for the combined lot A+B+C is not necessary since the acreage is over 13 acres, and because the soils are similar and there are no issues with the septic testing on Lot 1.

• Approved the recommendation from the township planning commission to conditionally approve the Billman subdivision/annexation.

• Adopted a resolution for the conditional approval for the Billmans’ subdivision/annexation.

• Announced that the township’s parks are now open with social distancing guidelines to be followed with no more than 25 individuals, but that pavilions remain closed and the matter will be revisited once the county turns green.

• Agreed to purchase a new copier for the office at a cost of about $4,000.

• Adopted a resolution for the Citizen Participation Plan.

• Announced that the board will meet at 10 a.m. June 15.
