Wolf’s administration released information Friday from the state Department of Community and Economic Development about the exemptions some businesses received following the March 19 order closing nonlife sustaining businesses.

According to the DCED, 6,066 approved business received exemptions to the mandated closures, because they could offer life-sustaining services or conduct life-sustaining activities, a report stated.

DCED Secretary Dennis Davin said, “Over the past eight weeks, Pennsylvania has been focused on protecting public health while balancing the needs of our commonwealth’s businesses, and ensuring that those providing life-sustaining services and products can continue operations. While other states also enacted business closures, Pennsylvania was one of the first states to create an exemption process and offer an opportunity to those businesses that believed they could be of service to public health and safety.”

Not every business is listed though.

The website states that, “Some businesses do not appear on the list but may support or provide goods and services necessary for life-sustaining businesses/facilities to continue to operate. For example, a manufacturer may be required to close under the orders, but may make products required by the health care industry.”

Of the businesses that are listed, 563 of them are in Carbon, Lehigh, Luzerne, Monroe, Northampton and Schuylkill counties. Specifically, Carbon has 26 exemptions; Lehigh, 170; Luzerne, 136; Monroe, 46; Northampton, 112; and Schuylkill, 73.

The DCED reported that it has reviewed more than 42,000 exemption requests. Of those requests, 6,060 were approved; 12,826 were denied; and 11,635 were notified that their request did not require an exemption.

There are also 11,619 submitted applications where the companies were given guidance specific to their industries. These include industries such as construction projects, golf courses and auto dealers.

“Pennsylvania is home to nearly one million small businesses, and while protecting public health and safety was our number one priority throughout this process, the administration recognized that businesses not identified as life-sustaining warranted the opportunity to operate in some capacity if they could offer life-sustaining services,” Davin said. “Throughout this process, our primary focus was on reviewing exemption applications and assisting businesses with their questions and concerns, all in service of the goal of protecting public health in the face of an unprecedented and quickly evolving public health emergency.”

He said that the DCED looks forward to reopening the state in a safe and strategic manner phased in based on data.
