A Slatington man was charged Friday after he “arranged” with an undercover police officer to have sex with an 11-year-old girl.

Phillip Londono, 40, of Slatington, was charged today by detectives from the Monroe County Office of the District Attorney following an undercover sex sting. Earlier this month, detectives arrested a prostitute in an unrelated investigation at a Smithfield Township hotel.

Following her arrest, the woman told detectives that she had been contacted by an unknown man who offered to pay her to find him a young girl to have sex with, specifically stating that he was interested in a child around 10 years old.

Investigators found evidence of this conversation in the woman’s cellphone and were able to identify the man as Londono.

Detective Kim Lippincott and Detective Brian Webbe from the District Attorney’s Office, posing as the original prostitute, continued the conversation with Londono, stating that they had found a woman who was willing to allow him to have sex with the woman’s daughter in exchange for $400.

The detectives began communicating with Londono while posing as the mother of the child. They talked about pricing and exchanged photographs. Londono sent a selfie, which matched the driver’s license photo on file for Londono.

Londono asked if they could also come to an arrangement where Londono would pay her $100 every week to have the 11-year-old child perform a sexual act.

During the ensuing conversation, Londono repeatedly asked about the “rules” of the sexual encounter to occur with the child and what he was permitted to do with her. Londono and the detectives made an arrangement to meet in Stroudsburg to discuss those rules, and so that Londono could ensure that she was not a police officer. To ensure that she was not a police officer, Londono requested that the mother perform a sexual act in exchange for $100.

When Londono arrived at the meeting, he was apprehended by investigators.

Londono was charged with several charges, including attempted rape of a child, attempted involuntary deviate sexual intercourse with a child, attempted trafficking in minors, soliciting sexual exploitation of children, and related charges. In total, Londono faces 13 felonies.

Londono was lodged in the Monroe County Correctional Facility to await arraignment before Magisterial District Judge Kristina Anzini of Stroudsburg.
