Carbon County court – ARD

Nine individuals facing criminal charges were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program for first-time offenders on Thursday by Judge Steven R. Serfass.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete the program, or are revoked from it, they would then face trial on all pending charges. A person does not admit guilt in entering the program.

All were placed for a year, unless otherwise noted.

Dianna Anstead

, 57, of Whitehall, was placed for two years on a charge of terroristic threats and related counts. She was arrested on Jan. 9 along West Catawissa Street by Nesquehoning police with a female victim.

She was assessed $450 for the cost of the program and ordered to get a mental health evaluation and follow any recommendation for treatment and render 100 hours of community service.

Candice Bracero

, 31, of Jim Thorpe, was placed for 18 months on a charge of hindering apprehension and related counts. She was arrested by state police at Fern Ridge on March 19 in Penn Forest Township.

She was assessed $450 and ordered to get a drug and alcohol evaluation and render 75 hours of community service.

Deserae M. Fassi

, 40, of Lansford, was placed for six months on a charge of possession of marijuana. She was arrested on Feb. 21 by Summit Hill police following a traffic stop along Route 209.

Christianna Hahn

, 28, of Lehighton, was placed on a charge of firearm not to be carried without a license. She was arrested on Sept. 9, 2018, by state police at Lehighton in the 1100 block of Church Road in Towamensing Township.

She was assessed $650 and ordered to render 50 hours of community service.

Taylor Herlihy

, 21, of Lansford, was placed on a charge of resisting arrest and related counts. She was arrested on March 10 by Lansford police in the 600 block of East Patterson Street.

She was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.

Robert Scott Meredith

, 53, of Palmerton, was placed on a driving under the influence charge. He was arrested on Sept. 1, 2017, by state police at Lehighton along Forest Inn Road in Towamensing Township, A test revealed a 0.10 BAC.

He was assessed $500, ordered to render 50 hours of community service and his license was suspended for 30 days.

Kathleen Siegfried

, 42, of Nesquehoning, was placed for six months on a charge of possession of marijuana. She was arrested on Jan. 31 by Nesquehoning police in the 100 block of East Railroad Street.

She was assessed $450 and ordered to get a drug and alcohol evaluation and render 25 hours of community service.

Michael S. Wasko

, 40, of Albrightsville, was placed on a DUI charge. He was arrested on Sept. 3, 2017, by state police at Fern Ridge along Route 903 in Penn Forest Township. A test revealed the presence of a controlled substance.

He was assessed $600, ordered to render 50 hours of community service and his license suspended for 60 days.

Madison Marie Watson

, 28, of Tamaqua, was placed for six months on a charge of possession of drug paraphernalia. She was arrested on Feb. 17 by Summit Hill police at North and Oak streets.

She was assessed $450 and ordered to get a drug and alcohol evaluation and render 25 hours of community service.

Each defendant must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and those charged with DUI must follow any recommendation of their drug and alcohol evaluation.
