East Penn limits booze, renames social hall

The East Penn Social Hall is getting a new name, and renters will no longer be able to distribute their own Jell-O shots during events.

The venue, located on Blue Mountain Road, which is used for weddings and parties as well as township supervisors meetings, will be known as the East Penn Community Center.

The township supervisors voted 3-0 Monday night to officially make the change. John Strockoz and Deanna Cunfer were absent.

They also adopted a new policy which prohibits people who rent the building from serving themselves alcohol. The township allows renters to bring their own alcohol, but it must be served by a bartender employed by the township.

Supervisor Steven C. Heckman, who recently completed the Responsible Alcohol Management Program training said customers serving themselves has made it difficult for the bartenders to control how much alcohol patrons are consuming, as required by RAMP training.

“It’s scary, you can lose control if people bring their own booze in,” Heckman said.

Heckman said he also wants to “scale back” the use of pitchers for the same reason.

Supervisor Alice Berger asked if they were completely prohibiting alcohol, worried it would drive away people who want to rent the building. Heckman said renters are still allowed to bring as much alcohol as they want, but it must be served by a township employee. The township’s secretary has served as the bartender in the past.

“They can bring in anything they want, but it has to be dispensed by us, so it can be controlled by the township and its employees,” Heckman said.

The name change is aimed at marketing the facility. Heckman said people tend to confuse the social hall with the nearby East Penn Sporting Club. He’s hoping the new name will make it clear which is which.

“This is being used by the community for everything from town hall meetings with Doyle Heffley, our meetings, so I just think the community center sounds a little cleaner, a little nicer, maybe gives it a fresh look,” Heckman said.

Supervisors’ Chairman William G. Schwab said the township should consider putting a new sign in front of the building, which is connected to East Penn Fire Co., displaying the new name and the township’s logo. They’ve added benches out front and are looking to add planters, and a fence to cover their emergency generator in order to make the building more appealing for rentals.

The supervisors previously discussed selling the social hall, but more recently decided to hold onto it and look into renovating the bathrooms.

In addition to township supervisors meetings, the building serves as a polling place. Private citizens rent the building for weddings and other events about a dozen times per year.
