Woman who admitted stealing $6K from Girl Scouts accepted into ARD program

A Tamaqua woman who admitted to stealing $6,217.40 from the Girl Scout Daisy troop she led to pay her water bill and to buy groceries and Luke Bryan concert tickets will be able to void those charges.

Schuylkill County President Judge William E. Baldwin has accepted Kayla L. Hartranft, 28, of Brown Street, into the Accelerated Rehabilitative Disposition program.

ARD acceptance is not an admission of guilt. Participants must meet certain requirements. If they successfully complete the program, their records may be expunged.

Under the terms, Hartranft, who has no other criminal record, will spend 12 months in ARD. She’ll have to perform community service and pay court costs and fees.

She repaid the money, stolen between Feb. 23 and Aug. 8, 2017, in November 2017, a move that paved her way into ARD.

Hartranft also signed a waiver with the Pennsylvania Bureau of Charitable Organizations, agreeing to never again hold a position of trust with a nonprofit organization.

According to court documents, Hartranft was one of two people with access to the troop’s bank account, and handled most of the transactions.

The other authorized person in September 2017 noticed the account held just $1.21.

Transaction records showed Hartranft had used the money for herself.

Tamaqua police charged her with theft by unlawful taking, failure to make proper disposition of funds, theft by deception and receiving stolen property.

A forensic audit was conducted by Drew Koser, a special investigator with the Bureau of Charitable Organizations.
