Man charged in driveway paving scam in Palmerton

Police have arrested a man accused of scamming $3,500 from an elderly Palmerton man, following the pattern of a con seen across the country.

Leonard Medders Stanley Jr., 26, was recently picked up in West Penn Township.Stanley had been wanted in Palmerton for an alleged paving scam that took an 84-year-old man for $3,500, and police say that he is wanted elsewhere on related charges.The allegations are similar to other paving scams allegedly perpetrated by people with the last name "Stanley." Such reports have been reported in states including Florida, California, and South Dakota.On Monday, he was arraigned on a charge of deceptive and fraudulent business practices.Stanley is accused in a March 27 incident. According to police, Stanley told the man he had excess paving material from a recent job, and offered to do some paving work at his home for $600.Stanley then drove the man to BB&T Bank at 330 Delaware Ave., where he had the man take out a total of $3,500.After the man told his daughter about the incident, she went to his house, and found that no work had been done, but some asphalt had been dumped into the street. She called a number left by the contractor, and a person identifying himself as Lee Jones said he would look into the problem. That was their last contact with him. Police say that Stanley used that name as an alias.Police were able to identify Stanley through surveillance footage taken from the bank.They attempted to contact Stanley via a phone number he provided to the man, but it was disconnected.At the time, Stanley was on probation in York County for a charge of acting as a contractor without a license.He is also wanted in Harford County, Maryland, and has been charged on other occasions with fraud-related charges.In 2010, a George Stanley, who authorities in California referred to as a "notorious scammer," was arrested in Chester County for a similar scam. The California Contractors State License Board said that they "believe Stanley has conned dozens of Californians, including many elderly, of at least a half-million dollars. Stanley's and his extended family's scheme involved approaching home or business owners, stating they had leftover asphalt from another paving job, and that they could resurface their driveway or fill their potholes for a "good deal."Leonard Stanley Jr. is also facing two misdemeanor charges. His bail was set at $250,000.Police said charges gainst Stanley are pending in West Penn as well. Details were not available.
