Tamaqua man tosses heroin as he runs from police

Lansford police have charged a Tamaqua man with drug offenses after he ran away from a controlled buy at the Panther Valley football stadium on June 15, tossing bags of heroin as he ran.

Chad H. Hartsell, 34, is charged with manufacture, delivery, or possession with intent to manufacture or deliver; criminal use of a communication facility; tampering with or fabricating physical evidence; intent to possess a controlled substance by a person not registered; and use or possession of drug paraphernalia.Hartsell, who has a lengthy criminal record, remains in Carbon County jail under $50,000 cash bail.A preliminary hearing before District Judge Casimir T. Kosciolek is scheduled for 2:30 p.m. June 29.According to an affidavit of probable cause filed by Officer Charles W. Horvath, here's how it unfolded:Horvath set up a controlled buy of 10 bags of heroin for $70 by a confidential source from Hartsell, who was wanted by Lehighton police and by the Columbia County probation department.The source agreed to meet Hartsell on a dirt path behind the football stadium on west Bertsch Street.Horvath and Chief Jack Soberick went to the area and saw the white Jeep Cherokee Hartsell said he'd be in at the stadium.Hartsell also saw them. He got out of the Jeep, which was being driven by Jessica Brobst, and ran, throwing a bundle of heroin.He was caught a few minutes later, hiding in a backyard on West Kline Avenue.Hartsell admitted also tossing a syringe as he ran, but police couldn't find it.Horvath retrieved the bundle of drugs, but only five of the eight white bags contained heroin.Brobst told Horvath that Hartsell put an empty bag of heroin in a cup holder, and tossed something into the rear seat when he saw police.Horvath found a multi-colored glass pipe used for smoking drugs behind the passenger seat. The pipe had residue in it. He also found a cigarette box containing another glass pipe.As they took Hartsell to the police station, he told them, "You guys are lucky (expletive). You were on your way to Coaldale when we ran out of gas."Hartsell refused to talk with police beyond that.
