Who is living in Weissport?

Nobody knows for sure.That's because landlords haven't been reporting tenant information - as required by a borough ordinance - to the tax collector.Borough council said Monday that very few landlords adhere to the ordinance of reporting tenant changes within 30 days after they occur and making annual reports to council on the occupancy of their properties.Council members said it appears some rental units get new occupants every month.Besides the ordinance mandating reporting by landlords, tenants moving into or out of the borough are required to obtain a moving permit for a cost of $5. This isn't being done, council said.The penalty for not obtaining a moving permit is $25.Council President Gene Kershner suggested raising it to $500 so that residents will pay more heed to the requirement. The council took no action on his suggestion.Lynette Moyer, tax collector, said she will advise property owners of their responsibility to report who their tenants are the next time she mails out garbage collection bills.The council said it also will consider taking legal action against property owners who don't report tenant changes.Unkempt propertiesIn other matter, the council said there are some property owners not maintaining their properties, letting weeds grow high and debris accumulate.One such property is on Prospect Street.Council said no structure exists on the property, but some weeds could be as high as 4 feet and there is debris.The owner lives out-of-town and can't be located.Moyer said he comes to the property periodically, but mail sent to him is returned as not deliverable.According to council, code enforcement officer Duane Dellecker has been advised of some of the troubling properties.James Osborne, constable for the borough, offered to help locate such property owners.Councilman Greg May said of unkempt properties, "It's wrong because the neighbors have got to deal with it."Council members expressed concern about snakes and rodents living on such parcels.Other business• The borough received a letter from the U.S. Army Corps of Engineers stating that Weissport might be getting some unexpected money.The letter said repairs of the flood levee wall near the train trestle have been completed and $23,000 of the budgeted funds weren't spent. The Army Corps is trying to determine if the funds can be used for another project involving the levee.• Council said it intends to prosecute anyone seen letting a dog defecate on public property without cleaning up after it.Arland Moyer, president of the council, said he helps with park and other maintenance and he's tired of having to tolerate the dog feces that pet owners let behind.• Council member Brenda Leiby praised Arland Moyer for his dedication in doing work on the park as well as completing other projects in the borough. His work is done voluntarily.
