Schuylkill County President Judge William E. Baldwin has accepted the following people charged by local police into the Accelerated Rehabilitative Disposition program. The program, for first-time offenders, does not involve admissions of guilt.

If the people successfully complete the program, their records may be expunged.They also were ordered to pay costs and fees.Rhett C. Baker, 19, of Barnesville: Charged by Mahanoy City police with possession with intent to deliver a controlled substance, possession of a controlled substance, possession of drug paraphernalia and driving without a license on March 22, 2015.Baldwin placed him in ARD for two years and ordered him to pay $350 to offset the cost of the program and to perform 10 hours of community service.Arnold Ivan Felix-Castro, 23, of Reading: Charged by McAdoo police with possession of a controlled substance, possession of drug paraphernalia and driving without a license, no headlights, and an improper child restraint system on Oct. 30, 2014.Baldwin placed him in ARD for 12 months and ordered him to pay $350 to offset the cost of the program, and to perform 10 hours of community service.Richard D. Thomas, 44, of Wilkes-Barre: Charged by Rush Township police with speeding, speeding while turning, and careless driving on March 3, 2015.Baldwin placed him in ARD for 12 months and ordered him to pay $500 to offset the cost of the program, and to perform 10 hours of community service.Jared W. Edmonds,27, of Tamaqua: Charged by Rush Township police with possession of a controlled substance, and disregarding traffic lanes on Dec. 19, 2014.Baldwin placed him in ARD for 12 months and ordered him to pay $500 to offset the cost of the program, and to perform 10 hours of community service.
