Neighbors watch Tuesday at 5:30 p.m. as the underground Wabash Creek surges upward, lifting the macadam on West Rowe Street, eventually flooding downtown homes andbusinesses. Rowe Street was closed to traffic until resurfacing was completedon Wednesday. Residents are still drying out basements and cleaning up their properties.
