A Carbon County woman and Lehigh County man have been charged with possession of drug paraphernalia.

Mahoning Township Police Chief Audie Mertz said that at 4 p.m. March 3, township police were dispatched to the Carbon Plaza Mall parking lot for a welfare check.On arrival, officers found Tanya Piccolo, of Palmerton, and Patrick Partington, of New Tripoli, who appeared to be under the influence of a narcotic.Both Piccolo and Partington have been charged with unlawful possession of a controlled substance, heroin, and possession of drug paraphernalia.A preliminary hearing is scheduled for June 17.
