East Penn looks to fill vacant seat
A vacant seat exists on the East Penn Township board of supervisors.
That's after the township's board of supervisors on a 4-0 vote Monday accepted the resignation of Supervisor Cory Smith, effective April 4.Immediately afterward, the board approved a motion to have Smith continue on as the township's full-time roadmaster, with continuation of 2015 pay and benefits as set by the elected auditors, including all appointments as made during the 2015 reorganization meeting, and to authorize him to do and schedule road work and property maintenance at his discretion, not to exceed the budgeted amounts.In his role, Smith is to provide reports to the board, including his list of recommendations and cost estimates of projects for board review and selection, and that board approval be granted for the purchase of any equipment items exceeding $500.The township will accept letters of interest listing qualifications and goals from those interested in being considered for appointment as supervisor, with letters due to the township secretary no later than 4 p.m. April 27. Appointment will be made at the township's May 4 meeting.After the meeting, Supervisors' Chairman Dean Kercsmar said Smith resigned from his position so he could concentrate his efforts on his full-time position as township roadmaster.In other business, supervisors:• Announced the Duane A. Schleicher (Fogel) preliminary major subdivision review has been extended to Feb. 27, 2016. After the meeting, township solicitor Jim Nanovic said Schleicher submitted the subdivision to the township several years ago, and has had some issues with access.• Announced the Loft at Birch Wilds LLC, final plan review has been continued by the township planning commission. Nanovic said it would be a business along Route 895 that plans a banquet facility there. Preliminary plan approval has been granted, and this matter was just final plan approval, he said.• Tabled a draft of the D&L Memorandum of Understanding that was prepared to address the township's concerns about the flashing light where the trail crosses Route 895. Nanovic said the township's concern is continuing maintenance of that sign.• Authorized the purchase of surveillance cameras to take photos of tires and trash dumped along township roads.• Authorized the roadmaster to work with the Carbon Conservation District to obtain a Dirt and Gravel Road grant for 2015.• Tabled payment of the constable fee to serve the enforcement notice to the owner of the property at 428 W. Lizard Creek Road.• Agreed to authorize the township secretary to provide a letter of support to the Carbon County Board of Commissioners for their efforts with the County Training Facility project.• Authorized the secretary to send a letter of support to Lehighton Borough in their efforts to obtain a Department of Community and Natural Resource grant for their project of new basketball courts at Baer Memorial.• Agreed to enter into a 60-month lease and maintenance agreement with Advanced Business Equipment for a Toshiba eStudio 2550c printer/copier selecting the option of a 60-month Fair Market Value lease at $165 per month, including a $1 buyout of the eStudio 2830c copier and no buyout on the 2550c copier contingent on the township's fire company's agreement to purchase the 2830c at the cost of $601 and obtain their own maintenance agreement, and if not, then to select the option of a 60-month FMV lease at $155 per month with no buyout of either the 2830c or 2550c.• Approved the Planning Commission's request to change the meeting dates to the third Wednesday of the month at 7 p.m. and to authorize the secretary to advertise.• Agreed to advertise for 5,000 gallons of propane; 4,000 gallons of heating oil; gasoline, 7,000 gallons of 93 percent octane; and ultra-low sulphur diesel fuel, 8,500 gallons, to be received and opened at 3 p.m. May 26, and acted on at the June 1 board of supervisors meeting.• Announced the township office will be closed April 20-21.
