Former Allentown officer charged with assault

A former Allentown police officer has been charged with assaulting two men who needed medical treatment due to their injuries.

Ryan Gabriele Alles, 28, of 1141 W. Saw Mill Road, Quakertown, is charged with two counts of aggravated assault, a first-degree felony; and two counts of simple assault, a second-degree misdemeanor.Alles, who had been an Allentown police officer since Jan. 22, 2013, was terminated from the police department on March 13.The charges were announced on Monday by Lehigh County District Attorney James B. Martin."I want to assure the public that police officers who are sworn to uphold the law will be charged when they deviate from the law and their responsibilities," Martin said.He said Alles was scheduled to be arraigned in Lehigh County Central Booking on Monday.According to an affidavit of probable cause:At 2:20 a.m. on June 12, 2014, Allentown police responded to the area of North Nagle and Green streets for a report of an armed robbery. Police received a description of the suspect as a black male wearing a white hooded sweatshirt with horizontal stripes and dark pants.At 2:32 a.m., Alles radioed that he was pursuing a male on foot. Alles said the man was wearing a white T-shirt and jean shorts.That man later was identified as Robert Fontanez.Allentown police eventually took Fontanez into custody. During the arrest, Fontanez received numerous injuries to his face, head and arms that required medical treatment at Sacred Heart Hospital in Allentown.Fontanez received four sutures to his left eyebrow. He also lost consciousness and had vision loss.Fontanez told investigators that Alles used a stun gun on him "at least three times."Fontanez said that after he was stunned, Alles kicked him one time in the left eye, four or five times in the head, and twice in the ribs.At a news conference announcing Alles' arrest, Martin said Fontanez was not involved in the armed robbery.Fontanez was charged with resisting arrest, disorderly conduct, possession of a controlled substance and public drunkenness, Martin said.The charges later were dismissed by a magisterial district judge because Alles did not appear for a hearing, according to Martin.At 5 a.m. on Dec. 18, 2014, Allentown police officers were involved in a vehicle pursuit involving a stolen vehicle near North Limestone and Chew streets.The driver of the vehicle, later identified as Raul Roman, crashed the vehicle near North Front and Liberty streets and fled on foot.After a brief foot chase, officers caught Roman near the former Neuweiler Brewery. During the arrest, Roman suffered injuries to his head, and three staples were needed to close a cut.Roman, who is in Lehigh County Jail, told investigators that after his hands were placed behind his back and he was handcuffed, he was kicked in the head.Police who were on the scene said they observed Alles using a closed fist to deliver two to three blows to Roman's head. The officers also said they saw Alles kick Roman in the head one to three times after Roman was handcuffed.
