Franklin Township Vice Chairman Paul Kocher presented proposed improvements at Phifer's Ice Dam at the supervisors' meeting.

Kocher said this week, "The majority of the lot is taken up by the baseball field and three ponds. This makes the park seasonal to fishing and baseball season."He said this leaves the park vacant for a long stretch of the calendar year.Kocher proposed the construction of a three-quarter mile long walking path, which will wind around the unused areas of the park.He said the township lacks sidewalks, but has a fair amount of walkers and joggers who dangerously walk along actively traveled roads in the township.The walking path would be about seven feet wide and includes various areas for stretching and exercise along the way, with a wide variety of other landmarks as you pace along.Ideas include a pollination garden to sustain the bee population and a sensory garden to benefit children and the elderly who may be suffering from degenerative diseases such as Alzheimer's, which would include such plant life like blueberries and strongly scented flowers.The township has also reached out to nearby Franklin Elementary to see if they would be interested in helping to plant various labeled plant life around the park to spread environmental education.He said this is not a quick construction plan and nothing is set in stone.Kocher said, "This is not a one-year, three-year, or five-year plan."In other matters, the township released the police report for the first six weeks of the year.It included 13 incidents of criminal activity, six of which were cases of theft.A particular incident occurred in the Long Run Road area of the township where several vehicles were broken into and raided for valuables.The police department urged citizens to always lock their vehicles.On a brighter note, the township was in receipt of a certificate of sustainability from the state for its recycling efforts.The township collected 1,224 pounds of clothing and shoes.
