Snow spurs parking confusion in local towns

The fluffy, wet, white-powdery stuff can be a real handful to shovel, not to mention the stress it causes for those behind the wheel.

The cycle of winter weather got its start on Friday night and early Saturday when about 4 inches of snow fell.While no serious travel problems were reported, a lot of residents were howling about local parking rules and regulations.In Lehighton, numerous people complained about new parking rules in effect but no curb-to-curb plowing occurring during the weekend.Resident Deb Strausberger was among those who took to Facebook to voice her concerns."I would like you guys to interview someone at the Lehighton Borough to find out why the snow wasn't removed as it was supposed to be," Strausberger said. "The residents are so confused to begin with and then the snow wasn't removed anyway."This year, several changes were made to the borough's snow ordinance in an effort to improve snow plowing/removal to make travel safer.The National Weather Service forecast is used to determine the estimated snowfall requiring odd/ even parking to go into effect.When a snowfall of 3 inches or more is forecast, residents have until 7 p.m. to move their car to the appropriate side of the street.If the snowfall is expected on an odd-numbered calendar day, residents are to park on the side of the street with the odd numbered houses. If the snowfall is expected on an even-numbered day, residents are to park on the side with the even-numbered houses.Should the snowfall be forecast overnight, residents have until 7 p.m. to move their car to the appropriate side of the street. A fine of $25 will be imposed for those who do not move their vehicles.After the first two snowfalls of 3 inches or more, the fines will go up to $50, and vehicles will be towed at their expense.For sidewalks, a pathway of at least 3 feet must be shoveled within 48 hours after the snow stops falling.A fine of $50 will be imposed, plus costs. Residents are encouraged to shovel a path where sidewalks do not exist for the safety of pedestrians.For plowing of parking spaces, driveways, commercial businesses and parking lots, there is no charge for the permit, which may be obtained in the borough secretary's office.Plowing by borough residents of parking spaces requires a permit and proof of insurance with a rider for snowplowing on it, valid driver's license, make/ model of vehicle, address of parking spaces being plowed.As for plowing of driveways, no snow will be plowed onto the travel lanes of the roadway. Any snow must be feathered into the curbline. No piling of snow is allowed on either side of a driveway.As for plowing of snow in front of commercial businesses and/or parking lots, it must be plowed onto the business's property.If this cannot be done, the snow must be removed at the time of plowing. A removal truck must be there with the plow truck to haul away the snow. No piles are to be left on the street.All violators of the new ordinance will be fined $100, plus the cost for each occurrence.Questions and concerns can be addressed by contacting the borough secretary at 610-377-4002.PalmertonPalmerton last year implemented a steeper fine for vehicle owners who refuse to move their cars during a snow emergency.That resolution raised the fee to $25 for non-compliance, and $50 if the fee is not paid within 72 hours.The prior fine for non-compliance had been $10.Contacted this morning, borough Manager Rodger Danielson said the borough will take a wait-and-see approach."We really didn't get that much yet," Danielson said. "We're looking to see what this one brings, and go after it."Danielson said the borough will enforce its snow parking regulations any time there's 2 inches of snow or more."If the snow continues, then they have to continue moving their car from side to side," he said. "We'll take it as it comes and deal with it."Questions and concerns can be addressed by contacting the borough secretary at 610-826-2505.Panther Valley regionIn Summit Hill, curb to curb plowing didn't happen until Sunday so people on one side of the street were plowed but not the opposite side. Now more snow is falling.Also, because the plowing didn't happen until Sunday, residents who cleared driveways and paths on Saturday had to repeat the process on Sunday.Numerous tickets were reportedly issued by police in Summit Hill on Sunday to individuals parked on the side of the street to be plowed.The Summit Hill Borough workforce will still be plowing curb to curb (north and west sides of streets) during today's storm to make room for parking in anticipation of the larger storms predicted for this week.Lansford has issued a state of emergency because of weather.Parking is prohibited along all of Water Street, Kline Avenue and Snyder Avenue until further notice.Plowing along the south and west sides of all streets will continue today.Depending on the strength of the anticipated snowstorm, additional updates will be made as needed.Questions can be directed to Lansford Police at 570-645-5844.
