Pleasant Valley Board backs bill to reform reimbursement
The Pleasant Valley School District board of directors on Thursday approved a resolution to support the bill to reform and modernize the state reimbursement process to increase the efficiency and transparency of the program for the school districts and their taxpayers.
The resolution, passed 8-0 with Dominick Sacci absent, states that the board urges the General Assembly to pass and the governor to enact House Bill 2124.The bill is seen as a significant step in solving an overly complicated problem that is costing school districts, and local taxpayers, millions of dollars. It states that the Department of Education developed the Planning and Construction Workbook (PlanCon), a process through which Pennsylvania reimburses school districts for a share of approved construction costs. But the PlanCon process is overly cumbersome for school districts and full of antiquated requirements since it was developed in the 1970s.This bill, along with an additional appropriation of state money, will address the backlog of school district construction projects awaiting reimbursements. The board approved, 8-0:• The appointment of two new Western Pocono Community Library trustees, Karen Catina (replacing Carmela Heard) and Debby York (replacing Marion Mackes) for three-year terms, to expire October 2017.• Drita Beskovic (PVHS/Sept. 26), Dominique DiCola (PVMS/Sept. 26), India Johnson (PVMS/Sept. 26), Diana Graziano (PVE/Sept. 29), Ashley Smith (PVE/Oct. 6), Kelly Simpson (PVE/TBD), Jennifer Adamski (PVE/TBD) as paraprofessional associates, part-time/substitute paraprofessional associates, prorated at $20,331.• Fannie Boeman (PVE/Sept. 29), Deena Boyne (PVE/Sept. 29) as part-time paraprofessional associates, prorated at $20,331.• Long-term substitute teachers, prorated at $40,900-Leticia DiPipi (fourth grade, PVI/Sept. 29), Katie Monahan (second grade, PVE/Sept. 26)• Kelley Smith, substitute teacher/paraprofessional associate• Jeremy Goff, Jennifer Keller, Katerine Britton, Christina Novak and Jen Boyle as homebound instructors• Kasi Reborchick, Cassandra Moyer and Troy Kuntz as substitute teachers• Christopher O'Connor, security officer/casual• The resignations of Sally Schwartz (PVE part-time paraprofessional associate, effective June 18; Christine Lorch, substitute teacher, effective Aug. 1; C.
