YSA contract: $70 daily per youth

Troubled youth educated at a Youth Services Agency campus in Penn Forest Township will cost Jim Thorpe Area School District a daily fee of $70 per student.

The financial arrangement is outlined in a two-year contract between the two entities approved on Aug. 26.The Times News recently received the contract through a Right To Know request.YSA students are sent to the facility, usually by court order, after involvement in the juvenile justice system. Because the facility, known locally as "Camp Adams," is in Jim Thorpe Area School District, the district is responsible for educating its school-aged residents. As an independent contractor to the district, YSA has provided those services and kept the students out of Jim Thorpe's schools.Prior to the signing of the contract, however, that arrangement was up in the air after YSA officials requested more funding, causing parents to wonder if their children would be educated in the same buildings as those with a criminal background.Under the Aug. 26 contract, which Superintendent Brian Gasper called a "win-win," YSA and Jim Thorpe would "jointly determine the educational program and placement of each eligible school-aged school student."YSA has around 45 students, Gasper said, and they're all currently being educated at Camp Adams."We've gone through about 40 registrations so far and we had no YSA students who would be good candidates to attend Jim Thorpe schools," Gasper said. "We've determined YSA is the best place for them to receive their education."On the 15th day of each month, Jim Thorpe is to receive an invoice with:• The name and grade of each student,• Number of days each student resided at YSA for the prior calendar month, and• Total cost of each student's regular education service for the prior calendar month.Previously, the cost to educate each YSA student was borne by the home school district."We will request reimbursement from the home school district again," Gasper said. "It hasn't been determined whether that will be full or partial reimbursement yet, but it's our thought that it will be for our full daily rate."If all 45 YSA students are educated at $70 per day, the annual cost for a 180-day school year would be $567,000.According to the state Department of Education, Jim Thorpe's 2013-14 tuition rate for one of its own secondary students was $9,037.48, or $50.20 per day.YSA will use its own employees for all regular education students.Jim Thorpe, meanwhile, will continue to provide special education services to YSA students, as it has since March. The district leases classroom and office space at YSA for $1 per year. Two school board members, Glen Confer and Walter Schultz, voted against signing the contract."Parents came to us with concerns, and we have to be able to reassure them that no matter what, these kids are not coming to our schools," Confer said. The contract runs through June 30, 2016 and can be terminated only by agreement of both parties, a breach of obligations, or if YSA ceases to do business within the boundaries of the district. It will automatically renew each school year unless either party gives a 90-day notice.
