Evaluation system for principals announced
A new principal effectiveness rating system is in place in the Northern Lehigh School District.
Assistant Superintendent Karen Nicholas informed the school board on Monday of the new system, which she said is a mirror image of the teacher evaluation."What happens is the principals will have an evaluation based on observations throughout the year on school performance profile, their building data and learning objectives, but the learning objectives are not mandatory this school year," Nicholas said. "Basically what it is, it's a way that the state is holding principals and educators accountable for student success."In other business, the board:• Authorized the superintendent to execute a letter of agreement for the 2014-15 academic year with the Center for Humanistic Change Inc. to provide Student Assistance Program Liaison services. The Student Assistance Teams in the school district will use these services.• Authorized the superintendent to execute an agreement between the school district and the Carbon Lehigh Intermediate Unit 21 to provide special education services for the 2014-15 school year.• Authorized proper officials to enter into an agreement between the district and Behavioral Health Associated Licensed Private Academic School for the purpose of furnishing regular education or special education programs for students in the 2014-15 school year.• Approved the final agreement with CLIU #1 for Title I Services for the 2013-14 school year in the amount of $3,287.• Authorized the superintendent to execute an agreement between the district and the Carbon Lehigh Intermediate Unit 21 in conjunction with the Lehigh Valley PBS/WLVT Channel 39, to provide Discovery Streaming education services for the 2014-15 school year.• Authorized proper officials to execute an Affiliation Agreement between the district and Kutztown University for a teacher preparation program. This program allows students at Kutztown University to student teach in the NL district. This agreement begins July 1, 2014, and will end June 30, 2019.• Rescinded the motion that was originally approved at the Sept. 8, 2013, school board meeting to approve the request of the senior high school Class of 2013 account in accordance with the Student Activities Fund guidelines. The account balance is $194.97, and the Class of 2013 is recommending that the funds be split equally and transferred to the Class of 2014, Class of 2015 and Class of 2016, in the amount of $64.99 each.• Approved the request of the senior high school to close the Class of 2013 account in accordance with the Student Activities Fund guidelines. The account balance is $194.97, and the funds will be transferred to the Student Council account.• Approved the request of the senior high school to close the Class of 2014 account in accordance with the Student Activities Fund guidelines. The account balance is $443,93, and the funds will be transferred to the Student Council account.• Approved the request of the middle school to close the following two accounts in accordance with the Student Activities Fund guidelines: The bookstore account balance is $1,029.66, and the Club account balance is $1,297.66. The funds will be transferred to the Student Council account.• Allowed administration to sign the agreement for the CLIU Overdrive Consortium for the 2014-15 school year to provide e-books, audiobooks and other digital content at a cost of $2,000.• Allowed administration to sign the CLIU Technology Pool Consortium Agreement for the 2014-15 school year.• Approved the changes to the high school student/parent handbook as presented• Approved after first reading school board policy 102, Programs, Academic Standards; policy 105, Programs, Curriculum; and policy 217, Pupils, Graduation• Approved school board policy #224, Pupils, Care of School Property, as presented after second reading• Approved Carolyn Ann Klutzaritz; Maureen McCullion; Lynne McGeehan; Trevor Sherman; Christine Sigley; Janice Wasilkowski; and Tina Williams as substitute secretaries/aides for the 2014-15 school year at the 2014-15 substitute rate.• Approved Connie Graaf; Carolyn Ann Klutzaritz; Maureen McCullion; John Passaro; Trevor Sherman; Christine Sigley; and Janice Wasilkowksi as substitute cafeteria workers for the 2014-15 school year at the 2014-15 substitute rate.• Approved Elizabeth Keiser (pending verification of missing documents); John Passaro, Kay O'Donnell, and Eric Shaner as substitute custodians for the 2014-15 school year at the 2014-15 substitute rate.• Approved to authorize proper officials to enter into an agreement for three Northern Lehigh School District special education students to attend Whitehall-Coplay School District in accordance with the promises and covenants contained in the agreement. This agreement is effective for the 2014-15 school year.• Approved Gavin Kemery as student representative to the board for the 2014-15 school year. Kemery has been appointed as the junior representative to the board, and will serve from September 2014 through June 2015. Emily Bevans will serve as the senior student representative to the board until June 2015.• Approved Amy Zeiser, helping teacher, with Kate Pluchinsky, inductee, at a stipend of $750, and Christopher Bennett, helping teacher, with Krystal-Dawn Willing-Tiedeman, inductee, at a stipend of $750, in the Northern Lehigh School District Induction Program for the 2014-15 school year.• Approved the changes to the high school student/parent handbook as presented.
