It could be up to Conrail to determine if the expansion of Lehighton's sewage treatment plant sustains a major delay. Looking at the worst case scenario, such a delay could be years. An optimistic outlook would be that Conrail will cooperate with the borough and an on-site malady is cleaned up quickly.

This was the assessment this morning when representatives of Lehighton Borough Council, the Lehighton Sewer Authority, and Pa. Department of Environmental Resources discussed a contamination problem that exists on the site of the enlargement project.
