Act 537 sewage plan discussed in Walker Township
Walker Township Supervisors are worried about additional costs overflowing from their Act 537 sewage plan, they said during a meeting Thursday.
Walker and West Penn townships joined forces to develop the plan, which was submitted to the Department of Environmental Protection by Ron Madison of Rettew Associates in October 2013.Rettew Associates was hired by West Penn Township to prepare the plan. Per their agreement, based on the number of homes with sewer issues, Walker is responsible for 18 percent of the costs.DEP kicked back the plan in December, finding it deficient and requiring corrections before the entity continues its review of the plan.Since then, Madison has been working to set up a meeting with DEP officials and representatives from both townships.DEP has responded to that request, giving four possible meeting dates, from March 31 to April 8, but a date has not yet been chosen. The meeting will be held at the DEP Wilkes-Barre office.During their meeting Thursday, supervisors asked solicitor Mike Greek about their financial responsibilities regarding the DEP meeting and the plan revisions."This is your plan too," Greek said. "This is the kind of thing that can happen."The Act 537 plan calls for four service areas, located in South Tamaqua, Clamtown/Reynolds, Andreas and Snyders, with an estimated cost of about $1 million. The plan calls for cluster or individual solutions.West Penn has been working on an Act 537 plan since 2003, when Ludgate Engineering developed a plan for a public sewage system with an estimated price tag of $11.5 million. The combined engineering costs for the project, as of April 2013, were $356,107.Dave Horst, of Benesch & Co., the township's engineering firm, said he toured the township roads before the meeting. He'll have a list of suggested road work and projects to present at next month's meeting, he told the supervisors.Roadmaster Chad Felty noted that Kurtz Brothers Glass, of Walker Township, replaced the glass on a sign near the township building, at no cost to the township. The Walker Township Zoning Hearing board met before the council meeting to reorganize.Paul Wagner, who is Supervisor Craig Wagner's father, resigned from the board, where he served as an alternate member.Ron Farrell Jr. was appointed to serve as alternate. Bruce Leiby will be chairman and Jamie Passon will be vice chairman.Kent Heisler was appointed to serve as the third member of the board.
