Six area residents among 23 placed in probation program

Six area residents were among 23 who were qualified by Schuylkill County District Attorney Karen Byrnes Noon to be admitted into the special probation program know as Accelerated Rehabilative Disposition (ARD), which is reserved for first offenders charged with a non-violent crime.

Senior Judge D. Michael Stine approved the placement of the 23 with conditions.All were placed for a year, unless otherwise noted.Edward Joseph Gimeno, 55, of 390 State Road, Barnesville, charged by Trooper Mark Demko with unauthorized use of a credit card belonging to Kathleen Marie Storasko, Barnesville Drive, Barnesville, Ryan Township, two counts of theft and one count of receiving stolen property. He was assessed $350 to defray cost of the program, pay $50 to Criminal Justice Enhancement Account (CJEA) fund, perform 10 hours community service, and make restitution of $68.08 to the victim.Gladys Bertha Neff, 57, of 119 Pine St., Tamaqua, charged by Tamaqua Patrolman Thomas Rodgers, with hindering apprehension of her son by police, was assessed $350, $50 to CJEA fund, and perform 10 hours of community service.Matthew Dutzer, 24, of 39 James St., Kelayres, Kline Township, charged by Kline Chief John Petrilla, with theft of moveable property belonging to Candice Dutzer, his sister, receiving stolen property, and possession of a controlled substance (CS). He was assessed $350, pay $100 to Substance Abuse Education (SAE) fund, $50 to CJEA fund, perform 10 hours community service, and undergo a drug and alcohol evaluation and comply with any recommended treatment.John J. Litchock, 39, of 653 S. Kennedy Drive, McAdoo, charged by McAdoo Patrolman Steven Homanko, with driving under the influence (DUI) of alcohol. He was assessed $500, pay $100 to SAE fund, $50 to CJEA fund, $50 to MCARE fund, attend alcohol highway safety school, perform 10 hours community service, and driver's license suspended 60 days. On a summary charge of failing to have headlights on his car working was fined $25 plus $50 costs.Jessica Lee Arroyo, of 389 Carson St., Hazleton, charged by Trooper Timothy Keating with theft from a safe a credit card belonging to Cargill Meat Solutions Company, of Green Mountain Road, East Union Township, and criminal conspiracy with her boyfriend, Miguel Dejesus Rodriguez. She was placed on probation for 24 months, and ordered to pay $50 to CJEA fund, perform 20 hours community service, and make restitution of $2,566.06 to Cargil Company plus $1,022.50 jointly with her boyfriend. She worked at the plant as a security guard.Reynold G. Hinkle, 55, of 311 E. Cranberry Avenue, Hazleton, charged by McAdoo Patrolman Steven Homanko, McAdoo Police, with fleeing police. He was assessed $350, pay $50 to CJEA fund, and perform 10 hours community service. On summary charges of failing to drive at safe speed, violating a stop sign, and violating sound levels of vehicle was fined $25 each plus $150 in costs.David Melton Jr., 21, Philadelphia, charged by Schuylkill Haven Patrolman William I. Horn, with simple assault of Tenee Pinckney, exgirlfriend, and defiant trespass of her apartment. Melton was assessed $350, pay $50 to CJEA fund, and perform 10 hours of community service. On the trespass charge pay a fine of $100 and costs.Kendra Lynn Jacoby, 24, Schuylkill Haven, charged by Schuylkill Haven Patrolman Vincent J. McDonald, with criminal conspiracy to remove personal property belonging to Catlin Killian. On a charge of violating the rules of Commonwealth property was fined $100.Michael P. Brennan, 43, Schuylkill Haven, charged by Schuylkill Haven Patrolman Vincent J. McDonald, with theft of electrical services from apartment of Terry McGlone, 200 E. Main St. He was assessed $350, pay $50 to CJEA fund, perform 10 hours community service, and make restitution of $198.40 to McGlone.James Roth Seigfried, 22, Pine Grove, charged by Pine Grove Cpl.
