Two students of Kutztown University have been cited for retail theft for an incident in Lehigh County.

State police at Fogelsville said Eliza Baldwin, 18, and Kristin Vogrin, 18, were arrested at the Wal-Mart store in Trexlertown on Wednesday, Nov. 28. The two were stopped by store security after they concealed makeup in their purses and pockets and attempted to leave the store without paying for the items.
