N.J. resident charged in Monroe

A New Jersey resident is facing charges in Monroe County.

Pocono Mountain Regional police said about 12:43 p.m. on Sunday, Nov. 4, they received a complaint of a male attempting to enter a vehicle along Carobeth Drive, in A Pocono Country Place, Tobyhanna.Police responded to the scene and made contact with Stephen F. Procacci, 24, of Hopatcong. Witnesses identified Procacci as the person grabbing the door handles of vehicles parked in driveways apparently seeing if they were locked. Police said Procacci was found to have in his possession a screw driver. He was taken into custody and charged with criminal attempt-theft of movable property, and possession instruments of crime. He was lodged in the county prison in Snydersville pending arraignment.
