To most students when the school year ends it means free time during the summer months. But to a few who were cited in juvenile court during the school year it means fulfilling a court order to carry on a sentence imposed to perform community service since the services cannot be carried out during school hours.

At the public meeting of the Schuylkill County commissioners held Wednesday at the courthouse in Pottsville the board hired 12 college students to serve as site supervisors to oversee the students in performing the community service they have been assigned. They will be paid $9.50 per hour. Hired were:Michael Petrozino, Saint Clair; Courtney Decker, Mahanoy City; Christopher Grube and Alyssa Porter, Orwigsburg; Alexandria Palubinsky, Shenandoah; Jared Schafer, Schuylkill Haven; Emily Verbrosky, Frackville and Michael Brennan, Zachary Bitting, Matthew Mellow and Clint Badger, all of Pottsville.Other businessA proclamation was adopted setting the week of May 20 through 26 as "Emergency Medical Services Week" to honor the emergency medical services teams.The teams consist of first responders, emergency medical technicians, paramedics, firefighters, emergency nurses, emergency physicians, administrators, educators and many others who are ready to provide lifesaving care to those in need 24 hours a day and whose quality care dramatically improve the survival and recovery rate of those who experienced sudden illness or injury.Action was taken on two surface mining leases.A lease was entered with Michael Mining Company, Willimastown, Scott Kimmel, president, to strip mine on 22 acres of county held land in Reilly Township. The monthly royalty payment will be $175. A lease was also entered with Blackwood Mining Company, Ashland, to increase the acreage an additional 47.5 acres to the existing lease on county held land on Sharp Mountain in Reilly Township. The total leased acreage will be 136.5 acres and the minimum monthly royalty payment will be $546.A change order was approved for the repairs to a county bridge which carries Broad Street over the Schuylkill River in Schuylkill Haven in the amount of $15,915.63 to Heim Construction Company. The additional cost was to increase the depth of of the deck from five to seven feet.Approval was given the engineering department to enter into a reimbursement agreement with PennDOT for federal-aid bridge project reimbursement in amount of $1,089,000 which will go towards the cost of rehabilitation of the county's lone covered bridge located in the village of Rock, Washington Township, which carries Newwanger Road over Lower Little Swatara Creek.Also an agreement was entered with PennDOT to have the department's consultant complete the inspection and analysis of the 62 county bridges. The cost share is 80 percent federal and 20 percent local.County Engineer Lisa Mahall explained the county's costs for conducting the inspections is automatically deducted from the county's liquid fuels tax fund. Mahall stated the National Bridge Inspection Standards require all bridges 20 feet or greater in length located on public roads are required to be inspected at least once every two years. She reported this agreement will be effective for the next six years.A contract reached between Rest Haven Home and the Orwigsburg Community Ambulance for provision of non-emergency resident transportation for patients at fee for service contract at $25,000 for the period June 1 through May 31, 2013, was approved.On behalf of the district attorney's office the commissioner approved filing an application to the Pennsylvania Commission on Crime and Delinquency for a grant of $20,000 for the re-entry planning program to assist inmates being released after completing serving their prison term to cope with problems re-entering the main stream.An agreement was approved with Hahner Brothers Roofing and Sheet Metal Inc., Pottsville, for labor and material for replacement of the roof above the commissioners' suite at the courthouse at a cost of $24,580.A contract was entered with Kovatch Agency, Nesquehoning, for the purchase of a 2012 vehicle under the state's coshare program. The vehicle price is $24,336.12.On behalf of the Schuylkill County Transportation Authority, which oversees the operation of the county bus line, the commissioners adopted a resolution that authorizes the filing for a consolidated operating assistance grant for $538,188 from the federal government and $1,154,604 from the state. The funds will allow the Schuylkill Transportation System to provide 25,928 hours of bus service to an estimated 274,160 passenger trips.Personnel matterThe commissioners hired Jill Delong, Schuylkill Haven, as a per diem nurse's aide at Rest Haven Home at $13 per hour and transferred Monica Yablonsky, Lansford, and Diana Ball, Shamokin, from part time nurse's aides to full time nurse's aides. The salary of Yablonsky was increased to $12.8067 per hour and Ball, $11.72 per hour.Salvador Ingaglio and William Carnes, Auburn, were hired as per diem deputy coroners and are paid per investigation.The commissioners were informed by other departments of personnel matters.Kelly Murphy, Norwegian Township, hired as part time secretary III for the victim service provided by the district attorney's office for victims of crime. She will be paid $12.9472 per hour.Megan Hayes, Branch Township, was hired as a temporary clerk in the treasurer's office at $7.96 per hour, and Brenton Eades, Minersville, hired as an unpaid intern in the adult probation department. Also, Steven Nagy, Branch Township, in the emergency management department.Kasey Baldwin, Pottsville, was promoted from secretary II to fiscal administrator in the juvenile probation department and her salary increased to $18.59 per hour. She fills the vacancy caused by the resignation of Tiffany Schuster Miller.Brenda Powlick, Orwigsburg, was transferred from clerk in the domestic relations department to secretary 11 in the juvenile probation department. Mary Williams, Pottsville, was transferred from district justice assistant I to clerk I in the domestic relations department at $12.41 per hour.Christina Filiash, Orwigsburg, resigned as casework supervisor in Children and Youth Services Agency; Kelly Turick, Pottsville, as aging care manager 3; Cynthia Nowak, Shenandoah, as aging case manager 2 in Office of Senior Services; and Karen Shoup, Frackville, as fulltime social service caseworker at Rest Haven Home.James Preneta, Shenandoah, was reinstated as a correctional officer at the county prison. He had been suspended when accused with several other officers of assaulting a prisoner but after an investigation it was found he did not participate in the assault.There will be no meeting Wednesday, May 30, because it is the fifth Wednesday of the month. The commissioners next meeting will be a work session to be held Wednesday, June 6 in the Hoffman Room which adjoins their board room at the courthouse.
